CU police: Sex assault suspect sketch released

The University of Colorado Boulder Police Department is asking the public for help in identifying the suspect involved in an attempted sex assault. A composite sketch of the suspect is attached. Through interviews with the victim, UCPD has also been able to identify a more specific location and time of the incident. UCPD believes the attempted sex assault occurred between 11:15 to 11:30 p.m. on Friday, April 26, 2013, near Broadway and Pleasant Street.

CU officers deploy non-lethal weapons to make an arrest

At around 11:30 p.m. on April 19, 2013, the University of Colorado Police Department was dispatched to the area of 30th Street and Baseline Road on the report of a possible hit-and-run accident. Officers found the suspect’s vehicle, an older-model van with heavy front-end damage, at the Bear Creek Apartments parking lot. Officers approached the van and saw Jayme Lee McCoy, 32, of Boulder, seated in the second row with his dog, described as a pit bull. McCoy ignored commands to show his hands, muttered incoherent statements and appeared to be under the influence of drugs.
An officer opened the side door of the van and repeatedly shouted at McCoy to show his hands. Officers saw that McCoy was holding a knife. Officers continued to talk to the suspect and ask for his cooperation, but McCoy remained in the vehicle for a few minutes. McCoy then kissed his dog on the head and unleashed it. McCoy emerged from the van with his right hand tucked behind his right leg as if he might be holding a weapon. The suspect came toward officers and continued to ignore commands to show his hands. An officer deployed a Taser stun gun on the suspect, but it proved ineffective. Two other officers deployed a Taser stun gun and multiple PepperBall projectiles. At the same time, the suspect’s dog ran toward officers in an aggressive manner. An officer fired a bean-bag shotgun round at the dog, but it does not appear the dog was struck. The animal quickly fled the scene. McCoy was placed under arrest and transported to Boulder Community Hospital with minor injuries. A knife was recovered near the location where McCoy was arrested.
McCoy was arrested on the following charges:
- Felony menacing
- Obstructing a peace officer
- Disorderly conduct
- Traffic charges: Driving under the influence of alcohol and/or drugs, failing to remain at the scene after damaging another vehicle, driving a vehicle without a driver’s license and recording a second DUI offense.
According to CU-Boulder databases, McCoy is not a CU student or employee. McCoy has an extensive criminal background in multiple states for charges related to resisting arrest, obstructing a peace officer, burglary, weapons violations and drugs.
The Boulder Police Department is investigating the hit-and-run accident near 30th Street and Baseline Road.
The Case Number is 13-1008. The case report will not be available until at least Monday, April 22.

Boulder police working to identify suspect from assault and robbery
Police in Boulder are releasing a composite sketch of one of the suspects believed to have been involved in an attack which occurred in the 1300 block of Pearl St. on April 8, 2013 at about 11:00 p.m.
The victim is a 23-year-old male who had stepped outside of a restaurant/bar to smoke a cigarette when he was approached by a male transient, who asked him for a cigarette. During this interaction, the victim was hit from behind by a blow to his face. When he fell to the ground, he was attacked by two other males. He described the other two males as transients but was unable to provide other details.
The males were able to steal the victim’s wallet from his pocket, but at that time, several other unknown males came to the victim’s aid.
Police are looking for three suspects. A sketch of the main suspect is attached and investigators are asking the public to contact police if they recognize him.
Police would also like to speak with the unknown males who came to the victim’s aid.
The case number is 13-4500.

Boulder police, with the assistance of the Evans Police Department, arrested George Osonau Tiba (DOB 1/5/1965) at his home in Evans, CO on March 21, 2013. Tiba is charged with two counts of Sexual Assault, one count of Second Degree Burglary and one count of Theft. He was taken to the Weld County Jail and is being held there on $50,000 bond.
Tiba has been under investigation for a sex assault which occurred in Boulder on Feb. 17, 2013, sometime between the hours of 2 a.m. and 10 a.m. The victim is a 22-year-old female. The assault occurred at the victim’s home on 11th St.
She told police she met Tiba for the first time while she was out with friends earlier in the evening (March 20) at the Walrus, located at 1911 11th St. The victim also told police that the suspect stole cash and other items from her home after the assault.
Friends of the victim told investigators they believed that the suspect had been watching for potential victims at the Walrus, because he immediately approached the victim when she arrived with her group of friends. They believe the suspect targeted the victim, even though she attempted to disengage herself from him several times during the evening.
Because of Tiba’s behavior on the evening of the assault and because of some past incidents involving Tiba, police are concerned that he may have victimized others who have not yet reported the incidents to investigators.
This case number is 13-2212.

Boulder police arrested the suspect involved in last weekend’s robbery at FirstBank just before 5 p.m. on March 21, 2013.
James William Cranfill (DOB 7/01/1957) was arrested near the Municipal Campus after investigators developed information on the suspect’s identity from a Crime Stopper’s tip.
The bank robbery occurred on Saturday, March 16, 2013 at 9:17 a.m. at the FirstBank branch located at 2835 Pearl St. The suspect walked up to a teller, then produced a bag and a note which demanded cash. The teller complied and the suspect fled the building.
Police publicized a surveillance photo from the robbery, and that photo led to the Crime Stopper’s tip.
On March 21, a two-officer plain clothes unit spotted Cranfill and began surveillance. The plain clothes officers called for uniformed officers when Cranfill parked his car in the parking lot between the Municipal Building and the Boulder Public Library. The uniformed officers had not yet arrived when Cranfill exited his car and began moving quickly from the Canyon side of the Municipal Campus toward the Arapahoe side of the Municipal Campus. The plain clothes officers identified themselves as Boulder police officers, at which point the suspect began running away from them and into a large crowd of onlookers. The suspect fell down and the plain clothes officers began to gain control of him. The suspect continued to struggle, yell and resist arrest.
A large crowd of people began to surround the officers and the suspect. They were hostile to the officers as they tried to gain control of the suspect. A male in the crowd lifted up a nearby bicycle and threatened to strike one of the police officers with it. He ran away when police instructed him to stay back.
Once the suspect was subdued, he feigned a heart attack and was taken to the hospital to be checked out. He was later transported to the Boulder County Jail.
The case number is 13-3432, and police are continuing to investigate.

Two CU students were busted for $5 sale of a study drug by a watchful CU employee.
- Nicholas Busbey, 23, of Boulder. Unlawful sale of a controlled substance (Class 3 felony)
- Marshall Pedder, 21, of Boulder. Unlawful possession of a controlled substance (Class 6 felony)
Shortly before noon in the Center for Community lobby, a CU employee observed Busbey remove a pill from a prescription drug bottle and provide it to Pedder for $5. The witness approached the two men and contacted UCPD. Busbey provided Pedder with Vyvanse, a stimulant used to treat attention deficit hyperactivity disorder (ADHD).
Stimulants such as Vyvanse and Adderall are sometimes used as “study aids” on college campuses to help keep students awake as they prepare for mid-terms or finals. It’s illegal for people with legitimate prescriptions to provide those drugs to others. It’s also illegal for anyone without a prescription to possess someone else’s drugs – including those prescribed to parents or friends. The Office of Student Conduct can also take disciplinary action in such cases. UCPD and other campus partners explain these laws to students during a mandatory Orientation session and throughout the school year.
“It’s important for students to know that possessing or taking just one pill that is not prescribed to them can lead to a felony arrest and a trip to jail,” said CU-Boulder police spokesman Ryan Huff. “As mid-terms and finals approach, we typically start to see some of these cases. It’s not worth the risk.”

The most recent occurred at Bottles, located at 2520 Arapahoe Ave. on February 26, 2013.
Surveillance footage from the store shows a male suspect entering the business at 6:24 p.m. He left the store area and entered the back office several times. Owners report that cash was missing from the office after the suspect left the business.
A still photo from Bottles’ surveillance video is attached. Also attached are separate surveillance photos from two business burglaries on the Pearl Street Mall which police are also investigating. Detectives believe the same male suspect is involved in all three crimes. The Pearl Street Mall businesses (the Lazy Dog and Pizza Colore) were burglarized on February 4, 2013.
The suspect is described as:
- White male
- 20 – to – 40 years old
- 5’10” – 6’0” tall
- Thin build
- Short, dark hair
In the Bottles’ burglary, the suspect wore a long-sleeve white shirt covered by a long-sleeve plaid shirt, jeans, white tennis shoes and a light-colored baseball cap. Black gloves can be seen in his back pocket.
In the Pearl Street Mall burglaries, the suspect wore a red-plaid, short-sleeve shirt, jeans and a tan-colored baseball cap.
The case number for the Bottles’ burglary is 13-2628. The case number for the Lazy Dog burglary is 13-1525 and the case number for Pizza Colore is 13-1523.

Boulder police release a sketch of robbery suspect

Boulder police are asking the public to take a look at the attached composite sketch to see if they recognize the suspect, who is wanted in connection with an Attempted Robbery and Unlawful Sexual Contact incident which occurred on March 3, 2013.
The victim is a 20-year-old female who was walking alone near some businesses in the 4700 block of Table Mesa Drive around 10:30 p.m. She says she was confronted by an unknown male who demanded her purse and who tried to take it from her. They struggled over the purse and during the struggle, the suspect tore the victim’s dress and touched her exposed skin.
The victim ran away and said the suspect fled the scene, heading eastbound toward Vic’s Coffee.
A sketch of the suspect is attached. He’s described as:
- White male
- 35 – 40 years old
- 5’8” – 5’9” tall
- 140 pounds with a stocky/muscular build
- Wearing a dark brown or black leather coat & blue jeans, with black tennis shoes and white shoelaces
- “Scruffy” beard and dark, matted hair
- “Badly chipped” front tooth

On Thursday, March 7, 2013, Boulder Police Chief Mark Beckner will present 24 awards to police department employees and community members to recognize them for their outstanding efforts to keep Boulder safe. The ceremony will take place at the Public Safety Building, 1805 33rd Street, starting at 3:30 p.m.
Outstanding Citizenship Awards will be presented to Dylan John, George Derrington and Nicholas Bonn for their actions that led to the arrest of a serial burglar who confessed to more than 50 burglaries in the University Hill neighborhood. Keith Hayse will also receive an award for assisting police in apprehending an armed shoplifter.
Department employees being honored include:
Medal for Lifesaving
Officers Adrian Drelles, Ashly Flynn and Ryan McAuley for saving the life of a suicidal man.
Award for Excellence
Officer Scott Adams for reducing repeat calls-for-service by developing a partnership between property owners and managers and helping them problem-solve;
Detective Chuck Heidel for his continued efforts in investigating and solving serious crimes that include the cold case arrest and conviction of Michael Clark for the 1994 murder of Marty Grisham.
Unit Citation
The Boulder County Drug Task Force unit, which is comprised of members of the Boulder Police Department, Boulder County Sheriff’s Office, Louisville Police Department, Erie Police Department and Lafayette Police Department for its work in solving two major drug cases. The investigations were lengthy and complicated and resulted in the arrests of major dealers in the region.

Boulder police are still investigating an assault case from March 2, 2012, which took place at Conor O’Neill’s Pub, located at 1922 13th St. around 12:37 a.m. The suspect remains unidentified and police are asking the public for assistance.
The male victim was in the restroom when the male suspect tried to enter the stall. The two men pushed each other and at one point, the suspect attacked the victim with a beer bottle. The victim was taken to the hospital to be treated for his injuries which included a concussion, cuts to his head and face and wounds on his chest and arms from the beer bottle.
The suspect fled the bar, and the victim believes a friend of the suspect tried to detain the victim as the suspect got away. The suspect was seen running westbound across 13th St. and through a parking lot. Police were unable to locate him.
At the time of the assault, the Boulder Police Department released a composite sketch and a description of the suspect. The suspect has not yet been identified and police are publicizing the information again, hoping that a member of the public may recognize the suspect and contact police.
The sketch is attached. The suspect is described as:
· White male
· 21 – 29 years old
· 6’0 – 6’3” tall, weighing 180 – 200 pounds
· Build was described as “not toned”
· Short blonde hair which may have been bleached or highlighted
· Witnesses described him as a “surfer type”
· At the time of the assault, was wearing a light-colored shirt or white shirt with blue pinstripes
· May have been bleeding from his mouth, and may have had a cut over his left eye
The case number is 12-2846.

Local attorney tight lipped about who returned the objects
A local attorney contacted the Boulder Police Department on Monday, Feb. 25, 2013 to make arrangements to return a number of items which had been stolen during a burglary from the Historic Highland Building on Jan. 31, 2013.
The attorney returned two stolen African spears, a Buddhist thangka (painting on silk), pieces of a hawk statue which appeared to be made of ivory, the stand for the hawk statue, a blue stone globe, a book and other items belonging to the Historic Highland Building. Some of the items had been reported stolen, and some of the items had not been reported. Many of the items were broken or damaged.
The attorney declined to share any information about how he came into possession of the stolen property, citing attorney-client privilege. Police are continuing to investigate this case and are not releasing the attorney’s name.
Boulder police believe four male suspects entered the building by breaking in through a third-floor window. Surveillance video shows the suspects inside the building, where they shattered glass showcases, damaged sculptures and walked out with African spears which were on display.
The case number is 13-1372.

Boulder police are asking the public to take a look at new and enhanced photos taken from surveillance cameras located in the Historic Highland Building on Jan. 31, 2013. The Historic Highland Building is located at 885 Arapahoe Avenue.
Photos of four male suspects are attached. More photos may be viewed at www.boulder-police.com. Police believe the suspects forced entry through a third-floor window just before midnight on Jan. 31. Once inside, they damaged sculptures, broke glass showcases, left dirt on the walls and stole two African spears which were on display. The suspects also stole cookies from a kitchen in the building.
The case number is 13-1372.

Boulder police:
Boulder police are investigating a burglary at the Apple store, located at 1755 29th St., which occurred on Feb. 16, 2013. Officers responded to an alarm at the store at 2:16 a.m.
Police found three large rocks inside, which were used to break the glass entrance door. The custom-made door is valued at approximately $100,000.
Surveillance video shows what police believe may be a male suspect, wearing a black hoodie, white gloves and a black baseball cap stealing various computer items from the display tables inside the Apple store. It’s estimated that $63,813 worth of laptops, iPads & iPhones were pulled from security fasteners that attached them to the display tables.
Shopping center security officers did not see anything unusual before the burglary.
Apple store managers have hired extra security.
The case number is 13-2141.

Boulder police are looking for a 35-to-40 year old white male in connection with two separate burglaries of neighboring businesses on Feb. 4, 2013. Surveillance photos of the suspect are attached.
The first incident took place at the Lazy Dog, located at 1346 Pearl St., at about 2:00 p.m. The manager told police he had found the suspect standing in a lower-level office that was not open to the public. The suspect pretended to be waiting for someone and left when the manager told him that no one by that name worked there. It appears the suspect stole cash from the office before leaving the business.
The case number is 13-1525.
The second incident took place at approximately 2:23 p.m. It occurred at Pizza Colore, located at 1336 Pearl St., a few doors from the Lazy Dog.
The owner of Pizza Colore told police that he saw the suspect in a rear hallway. The owner remembered seeing the same suspect walk past his office several days before, and confronted the suspect about his reason for being in the business.
The suspect told the owner that he was looking for a friend. The owner informed the suspect there was no one working at the restaurant with that name and escorted the suspect from the business. The suspect had managed to steal a “silver certificate” from a wall in an office before being escorted out.
The case number is 13-1523.
Police believe the same suspect is responsible for both burglaries.
The suspect is described as:

· 5’10” to 6’0” tall
· Thin build
· 35 to 40 years old
· Wearing blue jeans, a red plaid, short-sleeved shirt and a tan-colored baseball cap
