On Friday, April 26, there will be intermittent lane closures in both directions on Arapahoe Avenue between 18thand 19th streets from 9 a.m. to 3:30 p.m. Contractors working for the City of Boulder Urban Forestry Division will be removing three high-risk trees in preparation for the upcoming Arapahoe Avenue Reconstruction project. During the tree removals, traffic will be directed into the center lane. The work schedule is weather-dependent.

Youth Services Initiative art show opening May 2
The City of Boulder Parks and Recreation Department’s Youth Services Initiative (YSI) program will host an art show opening from 5 to 7 p.m. on Thursday, May 2, at the North Boulder Recreation Center, 3170 Broadway. The show features art from YSI participants, ages 7 to 18.
Growing Up Boulder (GUB), Boulder’s “child- and youth-friendly city initiative,” photographer Rebecca Stumpf, and YSI partnered to initiate a neighborhood photovoice project funded by a Diversity and Excellence grant from the University of Colorado and a Boulder Arts Commission mini-grant. The “Giving Youth a (Photo) Voice: Pairing Photography and Word to Express Youth Voice” project is a part of this year’s art show.

OSMP:
temporary leash requirements at Sanitas due to recent coyote activity
The City of Boulder OSMP is temporarily requiring dogs to be leashed on the Mount Sanitas Valley trail, effective immediately, as a result of several encounters between dogs and coyotes. Although Voice and Sight control is normally allowed in this area, OSMP is enacting the temporary leash restrictions in order to provide the best possible protection for both dogs and coyotes. Advisory signs have been posted to educate users on the issues.
“In the last two weeks there have been several reports of dogs interacting with coyotes. In each of these cases the dog guardian had either lost sight of his or her dog or was unable to call the dog back and the dog charged a coyote that was seen near the trail. At least one of these encounters resulted in significant injuries to the dog,” Ranger Supervisor Joe Reale said.
The type of coyote behavior reported suggests there may be a den site in the area that the coyotes are defending. An off-leash dog may be viewed as a threat to a coyote that has young nearby.
Colorado Parks and Wildlife Officer Kristin Cannon said, “This time of year coyotes will be active providing food and protection to young pups. It is important that we keep unleashed dogs away from areas where coyotes are hunting and raising young. Eventually the coyotes will disperse from the area, and the risk to both dogs and coyotes will be reduced.”
OSMP will monitor the situation at Mount Sanitas and will inform the public when it is once again safe to walk dogs under voice and sight control.

With a winter storm warning in effect for Boulder, the tree removal work that was planned for Tuesday, April 9, and Friday, April 12, has been rescheduled to April 15 due to the inclement weather forecast.
On Monday, April 15, there will be intermittent lane closures in both directions on Arapahoe Avenue between 18th and 19th streets from 9 a.m. to 3:30 p.m. Contractors working for the City of Boulder Urban Forestry Division will be removing three high-risk trees in preparation for the upcoming Arapahoe Avenue Reconstruction project. The two-lane section of Arapahoe Avenue, between Folsom and 17th streets, is in poor condition and in need of a reconstruction.
During the tree removals, traffic will be directed into the center lane. The work schedule is weather-dependent.
In the 1800 block of Arapahoe Avenue, two silver maple trees with significant trunk cavities and restricted root zones will be removed for safety reasons. In the 2100 block, a Siberian elm will be removed due to past storm damage. These are the only large trees planned for removal as part of the Arapahoe Avenue Reconstruction. The city has contacted adjacent property owners in advance and will explore opportunities to plant replacement trees.
The city’s Urban Forestry Division inspects street trees in neighborhoods and parks for structural integrity and safety using industry-set standards and techniques. The Arapahoe Avenue Reconstruction project includes reconstruction of the street into concrete, storm drainage improvements, and sidewalk, bus stop, and landscaping improvements, as space and funding allow.The reconstruction is planned to begin in late May 2013 and will be completed in fall 2013. The project is funded by the 2011 voter-approved Capital Improvement Bond, which allowed the city to leverage existing revenues to bond for approximately $49 million to fund projects that address significant deficiencies, such as this one, and high priority infrastructure improvements. A community stakeholder committee prioritized projects to be funded by the bond and Arapahoe improvements were given a high priority due to current deteriorating conditions.

The City of Boulder Open Space and Mountain Parks (OSMP) is temporarily closing areas in order to protect nesting and roosting burrowing owls and osprey. Properties where burrowing owls nest will be closed from March 15 through Oct 31. Properties closed for the protection of nesting osprey will be closed from March 15 through Sept. 10. Closures may be lifted early if monitoring indicates it is appropriate.
The following property will be closed for the protection of osprey:
Axelson (northwest of Boulder Reservoir; portions closed).
The following properties will be closed for the protection of burrowing owls:
- Damyanovich/Yunker (north of Marshall Drive, between Cherryvale Road and US 36);
- Jafay/Lynch (north of Lookout Road and east of 75th Street);
- Cosslett/Knaus (South of Lookout Road and east of 75th Street);
- Kelsall (north of High-Plains Trail, trail remains open);
- Mesa Sand and Gravel (east of 66th Street, south of Marshall Drive); and
- Superior Associates (north of High-Plains Trail, trail remains open).
These closures were established to protect sensitive species. Burrowing owls nest in prairie dog burrows and their populations are declining in Colorado. This bird is listed as threatened by the Colorado Division of Wildlife has been listed as endangered or as a species of “special concern” in 12 US states and in Canada. Staff will be monitoring these sites and others during the spring and summer to understand more about the distribution and breeding biology of this owl on city property.
City of Boulder relies heavily on the public to respect the closures, and the cooperation of visitors to avoid these areas is greatly appreciated. Trespass violations can result in a summons with penalties up to 90 days in jail and/or a $1,000 fine.

Tree removals require lane closures Feb. 25 through March 10

The City of Boulder Parks and Recreation Department’s Urban Forestry Division will require temporary lane closures around Boulder in the next few weeks to remove a number of large trees. Forestry staff has determined that these trees pose a public safety hazard due to internal decay, structural weakness and/or large dead branches overhanging streets, sidewalks and structures. This is routine work. Dates are tentative and weather-dependent.
On Monday, Feb. 25, there will be intermittent closures of Balsam Avenue between 14th and 15th streets from noon to 3:30 p.m.
On Wednesday, Feb. 27, there will be intermittent closures of Norwood Avenue between 21st Street and Norwood Court from 8:30 to 11:30 a.m. Also on Feb. 27, the outside lane of northbound Broadway, north of Norwood Avenue, will be closed from noon to 3:30 p.m.
On Thursday, Feb. 28 and Friday, March 1, the southbound lane of Airport Road will be closed from 8 a.m. to 4 p.m. Southbound traffic will be directed into a center lane.
On Monday, March 4, the southbound and right turn lane of Spine Road will be closed north of Lookout Road from 8:30 to 11 a.m. All southbound and turning traffic will be directed through the left turn lane. Also on March 4, there will be intermittent closures of Merritt Drive from Ingersoll Place to Holmes Place between noon and 3:30 p.m.
On Tuesday, March 5, there will be intermittent closures of 55th Street between Blackhawk Road and Tenino Avenue from 9 to 11:30 a.m. Also on March 5, the outside westbound lane of South Boulder Road will be closed from noon to 3 p.m. west of Manhattan Drive.
On Sunday, March 10, the westbound lane of Valmont Road between 28th Street and 30th Street will be closed from 9 a.m. to 3 p.m.
In addition to these tree removals requiring lane closures, contractors working for the Urban Forestry Division will remove two other large trees with significant cavities in their trunks and/or major branches. These include the following:
- A cottonwood tree at the Main Boulder Public Library, 1001 Arapahoe Ave., with a large trunk cavity.
- A silver maple tree at 1743 Mapleton Ave. with large cavities in its major branches
City park and neighborhood street trees are inspected annually for structural integrity and safety by the Urban Forestry Division using industry-set standards and techniques. For more information, contact the Urban Forestry office, 303-441-4406, Monday through Friday from 7 a.m. to 3:30 p.m.

Each year, the City of Boulder Open Space and Mountain Parks (OSMP) Department temporarily closes areas to the public in order to protect nesting and roosting raptors. The following areas and formations will be closed from Feb. 1 through July 31:
- Lefthand Canyon Palisades, at the intersection of Lefthand Canyon Drive and Olde Stage Road (Buckingham picnic area remains open);
- Mount Sanitas, First Buttress, accessible from the Mount Sanitas trailhead, a half mile west of Fourth Street and Mapleton Avenue (no closures to the bouldering areas along the ridge; Mount Sanitas trail will remain open);
- Gregory Canyon Amphitheater, including the Amphitheater Express Trail and the 3rd Pinnacle (the Amphitheater Trail to Saddle Rock will remain open);

- Third Flatiron, including the East and West Ironing Boards, Queen Anne’s Head and Jaws, and WC Pinnacle, accessible from Chautauqua trailhead;
- Flagstaff Mountain: the north side of Flagstaff Mountain will be closed (the Boy Scout Trail will remain open);
- Skunk Canyon, including Ridges 2, 3 and 4, the Aechean Pronouncement, the Dreadnaught, the North Ridge and the entirety of Sacred Cliffs, accessible from NCAR trailhead at the west end of Table Mesa Road;
- The Back Porch and The Box, accessible from the NCAR trailhead at the west end of Table Mesa Road;
- Bear Creek Spire, accessible from the NCAR trailhead at the west end of Table Mesa Road;
- Fern Canyon, accessible from the NCAR trailhead at the west end of Table Mesa Road (the designated Fern Canyon hiking trail will remain open);
- Shadow Canyon and the Matron, accessible from the South Mesa Trailhead (the Maiden will remain open and accessible from the east; the designated Shadow Canyon hiking trail will re-open in 2013 following post-fire maintenance);
- The Sphinx, accessible from the NCAR trailhead at the west end of Table Mesa Road;
- Diamond Head and SoBo Buttress, west of Shadow Canyon, accessible from South Mesa Trailhead (South Boulder Peak Trail will remain open);
- The entire Mickey Mouse wall, accessible from the Goshawk Ridge Trail.
High-quality cliff habitat and rich food resources on OSMP lands, as well as community cooperation in protecting nesting sites, sustains the mountain backdrop as a regionally important area for nesting falcons and golden eagles. OSMP volunteers and staff have been monitoring raptor nesting and roosting areas since 1984, and the program is an integral part of efforts to protect the species and adaptively manage the closures.
Trespassing violations can result in a summons with penalties up to 90 days in jail and/or a $1,000 fine. OSMP relies heavily on the public to respect the closures, and the cooperation of visitors to these areas is greatly appreciated. Closures may be lifted early, if no raptor activity is observed at these sites.

Boulder County, Colo. – All county administrative offices will be closed according to the following schedule:
- Monday, Dec. 24 at noon
- Tuesday, Dec. 25 ALL DAY
- Monday, Dec. 31 at noon
- Tuesday, Jan. 1 ALL DAY
County services that will not be available during the holiday closures include County Courts, Motor Vehicle, Property & Records, Public Health & Human Services, and all Administrative functions.
Emergency response and law enforcement functions, along with designated county services such as the jail and on-call road maintenance, will continue to work a regular schedule. The jail, however, does not permit public visitations on holidays, including the full four days listed above.

The City of Boulder Open Space and Mountain Parks (OSMP) Department has begun the seasonal bald eagle closures at the Kolb and Weiser properties (near 75th and Valmont) and Coal Creek area (east of Highway 93 near Marshall Lake). The areas were closed Thursday, Nov. 1, and will remain that way until July 31, 2013, or until nest monitoring indicates that the areas are OK to open.
Bald eagles generally return to these nesting sites in November. At this early stage of the mating season, the birds are assessing areas as potential nest sites, and disturbances may deter the birds from continuing to nest in these areas. OSMP thanks the community for respecting these closures.

76th Street closed at S. Boulder Road beginning Monday
Boulder County, Colo. – Access to 76th Street from South Boulder Road will be closed from Monday, Oct. 1 until Friday, Nov. 2 to allow the Boulder County Transportation Department to reconstruct the 76th Street / South Boulder Road intersection.
The intersection reconstruction includes replacement of the concrete paving on 76th Street, improved intersection geometry, new pedestrian crossings and reconstructed traffic islands.
No vehicles including bicycles will be allowed access on to or off of 76th Street between South Boulder Road and O’Connor Road during the closure period. South Boulder Road will remain open; however, lane closures and minor construction delays are anticipated.
All users should exercise caution when traveling through or around the construction zone. Detour routes are being posted on Cherryvale Road to the west and 95th Street to the east. Local traffic can access properties on 76th Street from north of O’Connor Road.

On Saturday, Aug. 25, Boulder will host stage six of the USA Pro Cycling Challenge, Colorado’s largest professional bike race. More than 100,000 spectators are expected to visit the city. As a result, Boulder officials are asking residents to be aware of when and where road and facility closures will occur during the event. Please plan ahead and allow for extra time when traveling through Boulder.
The following city facilities, trail areas and roads will be closed for the event:
Friday Aug. 24
Open Space Flagstaff area:
Beginning at 5 a.m. Friday, Aug. 24, there will be no parking along Flagstaff Road from 6th Street to the 5-mile marker (Bison Drive) to allow for the set-up of race-related infrastructure.
After 5 p.m. on Friday, Aug. 24, there will be no public access to the Open Space and Mountain Parks properties in the Flagstaff area. This closure includes all property and trails west of 6th Street, north of Gregory Canyon (including the Gregory Canyon trail) and south of Boulder Canyon and east of Chapman Drive.
Starting at 5 p.m. on Friday, Aug. 24, the only vehicles allowed on Flagstaff Road will be for local residents and race related traffic, from 6th Street to Bison Drive.
Street closures:
Pearl Street from 15th Street to 20th Street will be closed on Friday, Aug. 24, starting at noon.
Both 15th Street and 20th Street will remain open on Friday, but 16th Street, 17th Street, 18th Street and 19th Street will be closed one-half block north and south of Pearl Street. The mall loop will remain open on Friday and access to and from the parking garage at 15th Street and Pearl Street will remain open.
Baseline Road will be closed at 6th Street, preventing vehicular access to Flagstaff. This closure will start at 5 p.m. on Friday evening.
Saturday Aug. 25
Open Space Flagstaff area:
After 7 a.m. on Saturday, Aug. 25, the public may begin accessing the Flagstaff area on foot using the Viewpoint Trail and by foot or bike using Flagstaff Road. Dogs are prohibited. No bikes will be allowed north of Realization Point on Summit Road. Bike corrals will be available at multiple points on Flagstaff Road.
Tents, canopies or structures will not be allowed on Flagstaff Mountain. Folding chairs and personally held umbrellas are permissible.
After the race, spectators will be allowed to use designated portions of the Flagstaff Trail for egress along with the Viewpoint Trail and Flagstaff Road.
Main Boulder Public Library:
The Main Boulder Public Library, 1001 Arapahoe Ave., will be closed Saturday, Aug. 25. Branch libraries (Meadows, George Reynolds and Carnegie) will be open regular Saturday hours. Information: www.boulderlibrary.org.
Chautauqua Park
Chautauqua Park, 900 Baseline Road, will be open; however no public parking will be available anywhere within the Chautauqua area. The Chautauqua Dining Hall will be open.
Street closures:
- On Saturday morning, starting at 6 a.m., the closure of Pearl Street will be extended and Pearl Street will be closed from 15th Street to Folsom Avenue. The closure will affect all cross streets intersecting Pearl Street from 15th Street to Folsom Avenue.
- 17th Street will be completely closed for the entire day from Canyon Boulevard to Spruce Avenue. Vehicles traveling east and west on Walnut Street will be able to cross the intersection of 17th and Walnut streets. All other intersections will be closed.
- Starting at 6 a.m., Spruce Street, from Broadway to 17th Street, will be completely closed for the entire day. Southbound vehicles will be able to cross Spruce Street at 14th Street. Local traffic will be able to cross Spruce Street at 16th Street. All other intersections will be closed.
- Starting at 6 a.m., westbound Baseline Road (toward Flagstaff) from Broadway to the west city limits will be closed, except for local traffic at the Broadway and Baseline Road intersection.
- Starting at 10 a.m., 20th Street between Baseline Road and Cascade Avenue will be closed and will remain closed for the entire day.
In addition to these full-time street closures, there will be periodic closures of numerous roadways along the USA Pro Cycling race route. These closures will typically take between 15 and 45 minutes, as the caravan of race riders, support vehicles and police escorts traverse the course. USA Pro Challenge cycling race coming to Boulder County on Saturday
Race will prompt road closures and create limited parking in areas; spectators advised to prepare for changing weather and possible hazards
Boulder County, Colo. – Stage 6 of the USA Pro Challenge cycling race begins Saturday morning in Golden and, after traveling through the city of Boulder, towns of Nederland and Lyons, and the mountain communities of western Boulder County, finishes atop Flagstaff Mountain on Saturday afternoon.
Road Closures
The race will impact state highways, county roads and city streets. Safety patrols will be facilitating rolling closures as the race moves through Boulder County. Major roadways to be impacted include U.S. 36 and state highways 7, 72, 93 and 119. Visit www.COTrip.org for up-to-date road closure information.
Parking and Transportation
Paid on-street parking is available as well as paid event parking in city garages and parking lots and at the University of Colorado campus. Residents are encouraged to use alternate transportation on race day, as large crowds are expected. Increased bus service is available to and within Boulder. Use Caution
Spectators, especially those watching the race in the mountain areas of western Boulder County, are advised to be prepared for rapidly changing weather conditions and the potential risk of lightning and flooding. Check weather forecasts prior to heading outdoors and bring warm and rain-proof clothing in addition to sun protection and drinking water. Wildfires also remain a risk in the foothills and mountain areas, so stay alert to any emergency notifications during the race.

OSMP opens Fern Canyon Trail to Bear Peak
The City of Boulder Open Space and Mountain Parks (OSMP) department announces that Fern Canyon Trail to the summit of Bear Peak is now open to hiking. Users are reminded that they must remain on trail at all times. South Boulder Peak, Bear Peak West Ridge and the upper portion of Shadow Canyon remain closed due to hazards and trail damage related to the Flagstaff Fire.
Bear Peak is a popular hiking destination, according to Eric Stone, Division Manager for OSMP. “We wanted to get that opened as soon as possible. Fern Canyon was the least affected trail,” said Stone. “There is still a lot of work to do on the other trails, but our crews are engaged in projects they can’t just walk away from. As soon as those projects are completed, we will start working on the trails in the burn area. It is common practice among land management agencies to allow burned areas to recover naturally. It may be several months before we can have all of the trails opened.”

The City of Boulder Open Space and Mountain Parks (OSMP) department has re-opened the lower portions of Fern and Shadow Canyon trails to hiking and access to several popular climbing areas on the west side of Mesa Trail. The area had been closed as a result of the June 26 Flagstaff Fire.
“With the lifting of closures in this particular area, the public can hike the loop near Fern Canyon and have access to climbing routes in the area such as The Slab, Fern Canyon Boulders, and The Maiden,” said Eric Stone, division manager for OSMP.

Some closures remain in effect. The boundary on the west is now points on both Fern and Shadow Canyon trails that are still marked with closure signs. On Fern Canyon, a new closure boundary will be placed at a point approximately 0.25 mile west of the junction with The Mesa Trail where an access to Fern Canyon Boulders exists. The closure boundary on Shadow Canyon Trail is now approximately 0.4 mile west of the junction with Shadow Canyon North to provide access to a climbing area known as The Maiden. The summits of both Bear and South Boulder Peaks will remain closed as will the upper portions of Shadow and Fern Canyons and Bear Peak West Ridge Trail until staff has the opportunity to conduct a complete assessment of this area in regard to visitor safety and resource protection. This area will reopen to on-trail travel only once it is determined to be safe for visitor access.

Popular roads’ to get face lift and wider shoulders
Boulder County, Colo. – Boulder County will begin reconstruction of Neva and Niwot roads between U.S. 36 (Foothills Highway) and North 63rd Street on Monday, July 30. Construction is anticipated to last through the end of November.
The project will replace the roadway and add four-foot shoulders to the entire stretch. The road is expected to remain open to all traffic, including cyclists, for the majority of the project. However, users should expect variable road surfaces including milled asphalt and dirt-road conditions, lane closures, and significant delays until construction is complete. Some daytime road closures are anticipated.
“The Neva-Niwot corridor is a popular and scenic cycling route and an important access route for many county neighborhoods,” Transportation Director George Gerstle said. “The road is in need of significant repairs and this project will improve the road and enhance safety for all everyone who uses it.”

The City of Boulder Open Space and Mountain Parks (OSMP) department will lift the following raptor closures effective Monday, July 23: Third Flatiron, The Matron, Skunk Canyon, Bear Creek Spire, Flagstaff Mountain, Fern Canyon, and The Sphinx.
The following closures will remain in effect through Tuesday, July 31, to continue to protect nesting raptors: Back Porch and The Box, Mickey Mouse Wall, Kolb, and Coal Creek. OSMP will also be lifting seasonal closures established to protect ground-nesting birds on the originally scheduled date of Tuesday, July 31. However, the property known as Superior Associates—north of the Coalton Trail—will remain closed through Oct. 31 because of the presence of nesting burrowing owls.
This year marked another successful season for raptors nesting on OSMP. Below is a table detailing what OSMP staff and volunteers recorded this season:

This year was the most productive year for Peregrine Falcons since OSMP monitoring began in 1984. Volunteer raptor monitors are an integral part of the success of the monitoring program. Thank you to all the volunteer raptor monitors!
