Smoking ban on Pearl Street Mall has Teeth
0Enforcement of smoking ban on Pearl Street Mall begins April 1
The ordinance banning smoking on the Pearl Street Mall went into effect on Jan. 18, 2013. The ordinance bans all smoking between 11th and 15th streets on the Pearl Street Mall, and on the lawn of the Boulder County Courthouse. The maximum penalty for a first or second offense within two years is a fine of $500; a third and subsequent conviction within two years triggers the general penalty provision of a maximum $1,000 fine and/or maximum of 90 days in jail.
Boulder police officers who patrol on the Pearl Street Mall have been educating people about the smoking ban since it went into effect, and have not written any tickets while the signs were being manufactured. On Monday, April 1, the ordinance will be fully implemented, and enforcement will begin.
Signs were ordered after City Council approved the ordinance in December; however there was a delay in the sign manufacturing. The signs on the mall are custom enameled and take longer to fabricate. The enamel signs are more resistant to graffiti and other tampering.
The city is collaborating with several partners, including Boulder County Public Health and Downtown Boulder, Inc. (DBI), to create a coordinated educational campaign for downtown employees and visitors about the smoking ban on the mall. A celebration event will be held from 11:30 a.m. to 1:30 p.m. on Friday, April 12, on the 1300 block of the Pearl Street Mall, where county, city and DBI staff will be available to answer questions about the smoking ban and about free resources available for individuals who wish to quit smoking.

City manager approves business incentive for Gnip
0City Manager Jane S. Brautigam has approved a flexible rebate application for Boulder-based Gnip for up to $45,000 in rebates. The rebates were authorized for sales and use taxes, and permit-related fees.
“Gnip is a fast-growing company in Boulder’s thriving downtown and high-tech communities,” Brautigam said. “The city is very pleased that it can support Gnip’s expansion so it can grow as an industry leader, delivering three billion social media activities per day.”
The flexible rebate program is one of the city’s business incentives, covering a wide range of fees, equipment and construction use taxes. Under this program, the city manager may consider a specific incentive package for tax and fee rebates to meet a company’s specific needs. The company is then eligible for the rebate after it has made its investment and paid the taxes or fees to the city.
Gnip is the largest provider of social data in the world, partnering with Twitter, Facebook, Tumblr, and WordPress, among others, to aggregate social media data and information for their clients. Founded in 2008, the company has emerged as a leader in the social media industry. With 50 employees, Gnip recently expanded into a new space at 1050 Walnut, Suite 115, to maintain its presence in downtown Boulder. In addition, Gnip was named “best place to work” by both the Boulder Chamber and the Denver Business Journal.
“We’re excited to be a based in Boulder and we think our growth is facilitated by the many advantages offered by the City of Boulder”, said Gnip CEO Jud Valeski. “We think Boulder offers the world’s best place to work and live.”
The flexible rebate program uses social, community, and environmental sustainability guidelines. Companies choose the guidelines that best fit their circumstances, but must meet minimum requirements in order to receive the rebate. Gnip has exceeded the requirements and, of note, the company has initiated the Gnip Gives Back program. This program coordinates charitable giving and organizes group service opportunities for the company to participate in. Gnip also offers Eco Passes, Boulder B-Cycle memberships, and annual City of Boulder Recreation passes to their employees and is located in a LEED Gold certified building.
Gnip’s application is approved as part of the 2012 flexible rebate program; one application is still pending. The city’s approved 2012 budget includes $350,000 in funding for 2012 flexible tax and fee rebates for primary employers.

We have met several times over the years. I am the city’s Economic Vitality Coordinator and I oversee the city’s flexible rebate business incentive program. The program is designed for primary employers (defined as Boulder companies that bring in over 50% of their revenues from outside Boulder County); it is not available to retail stores. Two return on investment analyses (ROI) are done for each rebate application, one that considers all local employees and one that considers only those employees who live in Boulder. Economic impacts such as company spending on catering, hotels, local purchases, and restaurants are considered, as is employee spending at restaurants and retail stores. This was an important factor for Gnip, as a downtown employer.

The flexible rebate program is in its seventh year and has had a good track record of investing in companies that are investing in Boulder. Please note that, as a rebate program, no company receives city funds unless they have made a capital and/or facility investment and have submitted receipts for the tax/fee payments.

· free Buff Bus, Black, Gold and Silver Line Late Night Transit bus service from midnight until 3 a.m. on Tuesday, Jan.1, 2013; and

In addition to the free bus services that are being offered, the University of Colorado Buff Bus and Late Night Transit services will expand coverage to larger areas of the city. The Buff Bus will provide service on Broadway south to Greenbriar Boulevard, on Baseline Road east to 30th Street, and on 30th Street north to Arapahoe Avenue. The Silver Line will extend service on Broadway north to Iris Avenue. The Black Line will extend service on Moorhead Avenue south to Table Mesa Drive. The Gold Line will extend service from areas east of downtown to 30th Street between Arapahoe and Iris avenues. These expanded bus services will allow passengers to safely access most areas of Boulder while celebrating the New Year. Passengers do not have to be University of Colorado students to ride and may ask any bus driver for information if they are unsure about which bus route to take.
The HOP bus and all RTD bus services will operate on the regular weekday schedule on New Year’s Eve and on a holiday schedule on New Year’s Day. The normal weekday services will return on Wednesday, Jan. 2, 2013.

CIP bonds building a head of steam
0City makes progress on Capital Improvement Bond projects throughout Boulder
Just six months into the implementation of the Capital Improvement Bond, three projects have already been completed and 13 more are currently under construction. The community projects are funded by the voter-approved bond, a citywide initiative to address significant deficiencies and high priority infrastructure improvements throughout Boulder.
The city first completed a missing sidewalk link on Gillaspie Drive, along the border of Harlow Platts Park, between Greenbriar Boulevard and Juilliard Street. Next, a new pedestrian crossing was installed at the intersection of Canyon Boulevard and 21st Street. In addition, all of the city’s traffic signalincandescent lamps have been replaced with light-emitting diode (LED) lamps.
“Replacing all of the city’s traffic signals with LEDs is a significant improvement that will make our transportation system more energy efficient and will require less frequent maintenance,” said Director of Public Works for Transportation Tracy Winfree. “Each of the LED lamps will use approximately 80 percent less energy, which will save the city thousands of dollars per year.”

During the next three years, the city will continue to utilize Capital Improvement Bond funds to implement 89 individual projects throughout the community. The projects include roadway reconstruction, park facility upgrades, critical software updates, police equipment needs and a renovation of the Main Boulder Public Library.
The 89 individual projects are grouped into 26 categories and three status types. Three projects have been completed, 13 are under construction, and 73 are in the planning and design phase. Since 85 percent of the bond money must be spent within three years, the city will provide the community with continuous project updates and regular reports on progress toward overall completion.
Other construction project updates include:
- Police equipment replacements are underway, including the assembly of a bomb robot.
- Park shelter replacements and improvements are ongoing at Valmont Park, Palo East Park and Valmont Dog Park.
- Substandard traffic signs are being replaced throughout the city.
- A new multi-use path connection is being constructed on Baseline Road from the Bear Creek Path to U.S. 36.
- Renovations and replacements of existing Parks and Recreation facilities are in progress at Canyon Park, Columbine Park and Palo East Park.
- The South Boulder Recreation Center gym floor and racquetball courts have been replaced and are now being upgraded to achieve full compliance with ADA requirements.
- Deteriorating road pavements are being reconstructed and repaired throughout the city.
- The Columbia Cemetery is being upgraded and enhanced, including irrigation system improvements, new fencing and headstone repairs.
- A new sidewalk is being built on the east side of Folsom Street from Arapahoe Avenue to 200 feet south of Arapahoe Avenue.
“The Capital Improvement Bond is allowing the city to make some significant investments in the community,” said City Manager Jane Brautigam. “These investments help to maintain our valuable existing assets and will improve our quality of life in Boulder.”

Capital Improvement Bond signs are posted on site as construction begins so that the community can identify the projects that are funded by the bond. The community can also track the progress of the bond implementation online at www.bouldercolorado.gov/bondprojects.
Boulder’s Capital Improvement Bond
In the November 2011 election, Boulder voters approved a ballot measure that allowed the city to leverage existing revenues to bond for up to $49 million to fund projects that address significant deficiencies and high priority infrastructure improvements. Because the bond was paid for using existing revenues, the measure did not raise taxes.
The bond sale was completed on March 22, 2012. The $49 million bond has a 20-year payback and 85 percent of the total is required be spent by March 22, 2015. As of July 2012, 10 percent of the total funding towards the 85 percent goal has been spent.

0During the snow today some churches are open downtown where you can get out of the snow. Carriage house iS open. You can also go to any city building including: East, South and North boulder Rec centers. Any library. The municipal building lobby downtown Boulder
TONIGHT Thursday, December 22, 2011, there will be an emergency warming center located @ Congregation Har HaShem – 3901 Pinon Drive (one block south of Baseline Road, next to St. Andrews. Walk through Har HaShem’s Baseline parking lot towards Pinon Drive.)
Doors will open at 7 p.m.
The Free Bus will leave the Shelter between 7-7:15pm, stop at 11th & Walnut between 7:15-7:30 p.m., then go to the warming center.
Click here for info about the free HOP bus schedule–it runs Monday through Friday with one schedule and has a different schedule on Saturdays. It does NOT operate on Sundays.

If you are under 18 years of age and need shelter Attention Homes is a good resource. Located at 3080 Broadway in Boulder (just half a block north of Broadway and Elder), Attention Homes’ facilities and programs are designed for youth. The SKIP bus can get you there. Fans attending the University of Colorado (CU) home football game on Saturday, Nov. 12, can park for free in city-owned and Twenty Ninth Street parking garages, as well as at specific RTD park-n-Ride locations. The city-owned parking garages are located downtown at:
- 10th Street and Walnut Street (St. Julien Hotel)
- 11th Street and Spruce Street
- 11th Street and Walnut Street
- 14th Street and Walnut Street (Boulder Transit Center)
- 15th Street and Pearl Street
With game day, CU main campus public-parking fees around $20 and more than 4,000 cars expected for the game, it makes sense to park downtown and use alternative transportation. (Please note: Free parking in city-owned garages is only available on Saturdays and Sundays.)
Alternative transportation options to and from the games include:
- HOP Bus: Fans can take the HOP to Folsom Field. The HOP arrives at stops every 15 to 20 minutes, starting at 9 a.m. on Saturdays. After the game, passengers can board the HOP at 16th Street and Euclid Avenue or on Folsom Street, between Arapahoe Avenue and Canyon Boulevard. Once Colorado Avenue in front of the stadium re-opens, the HOP will resume its normal route through campus.
o Cost: $2.25 for a one-way fare. Riders must have exact change or another form of RTD payment, such as an Eco Pass.
- RTD Buff Shuttle: Fans can park at the Table Mesa park-n-Ride and take the RTD Buff Shuttle to Folsom Field. Shuttles begin departing 1 ½ hours before the game and operate every 10 to 20 minutes until kickoff. The shuttle returns to the Table Mesa park-n-Ride at the end of the game, with the last bus leaving 45 minutes after the game ends.
o Cost: $4.50 for a round-trip fare. Riders must have exact change. Passes, tickets, transfers and tokens are NOT accepted for this special service. Parking fees may apply.
- RTD BuffRide: Fans can park at designated park-n-Ride locations and take the RTD BuffRide to Folsom Field. These buses start departing from select park-n-Rides 2 ½ hours before the game and continue to run until 75 minutes before kickoff. The BuffRide returns to the park-n-Rides at the end of the game, with the last bus leaving 45 minutes after the game ends.
o Cost: $8 to $10 for a round-trip fare (depending on the park-n-Ride location). Riders must have exact change. Passes, tickets, transfers and tokens are NOT accepted for this special service. Parking fees may apply. View a map of the BuffRide route and park-n-Ride locations.

Downtown Boulder’s Munchkin Masquerade happens October 31 with over 80 participating Treat Stops
Boulder, Colo. (October 25, 2011): On Monday, October 31 from 2 – 5 p.m., Downtown Boulder’s Pearl Street Mall and adjacent streets will be invaded by tiny ghosts & goblins, dinosaurs & dragons, fairies & princes and super heroes of all sizes during Downtown Boulder’s annual Munchkin Masquerade. Participating downtown businesses will be handing out treats at their storefronts as other community organizations & businesses will have booths set up on the Pearl Street Mall. There will be over 80 Treat Stops throughout downtown! Treat Stop maps will be distributed at the event and can also be found online at www.MunchkinMasquerade.com. Treat Stops will be identified with orange and black balloons.
Eight Days a Week (840 Pearl St.) will be offering treats plus a FREE Halloween photo. At mighty Mighty Fudge Studios (1017 Pearl St.) munchkins can travel through a haunted stairway to find yummy Green Treats. At the Boulder Museum of Contemporary Art’s booth (on the 1200 block of Pearl Street) munchkins can make a piece of art they can take home. Additionally, there will be kids’ activities and do-it-yourself photo opportunities in front of the Boulder County Courthouse on the 1300 block of Pearl Street. On Pearl Street’s East End MomentuM (1625 Pearl St.) will provide an old fashioned apple bobbing barrel.
For the second year, Downtown Boulder has partnered with Green Halloween and Clementine Art. Through generous donations from local and national sponsors including Whole Foods, Snikkidy and Larabar to name a few, 12 downtown businesses will be providing healthier treat alternatives.
