St. Augustine news highlights – August 3, 2012
0One full week of early voting starts tomorrow at six locations across St. Johns County. The voting period runs from Saturday, August 4 through Saturday, August 11, from 8:00am until 6:00pm every day except Sunday when the hours are 11:00am until 5:00pm. All voters in St. Johns County may vote at any of these six early voting locations (click on each name for a map to the voting site):
- Supervisor of Elections Main Office
- St. Augustine Beach City Hall
- Southeast Branch Library
- Hastings Town Hall
- Ponte Vedra Branch Library
- Julington Creek Annex
Before going to vote, take a minute to visit the St. Johns County Supervisor of Elections site for sample ballots, to check your registration, locate your regular polling place and lots more information for the voter.

Riberia St. Phase 2 is is right on schedule
Phase 2 of the Riberia Street Rehabilitation project is progressing well with the contractor having completed nearly half of the project and estimating that the whole project will be completed ahead of schedule.
The $4.8 million project includes new underground utilities, storm drainage system, a sidewalk on the west side of the road, and reconstructed asphalt roadway between Bridge St. and Cerro St. at the Willie Galimore Center. Currently, the contractor is installing the storm water system, which includes sediment basins to collect trash and sediments helping to keep the waterways clean from debris.
While the set completion date is July 2013, the contractor, Masci General Construction, expects the project to be completed in February. Construction inspection services for the city are provided by England Thims & Miller, Inc.

Up next for Concerts in the Plaza – The Rick Arcusa Band
Widely known as “one of Jacksonville’s best party bands,” the Rick Arcusa Band steps onto The Gazebo stage in the Plaza de la Constitucion on Thursday, August 9 at 7:00pm. Most anyone taking a look at the band’s playlist will see lots of songs that are not only familiar and favorite songs.
So call your friends and have them meet you in the Plaza at 7:00pm on Thursday to enjoy St. Augustine’s great free summer concert series now in its 22nd season. It’s still “the best way to spend a Thursday night in St. Augustine.”

As summer begins to wind down, local governments start the final stages of preparing their budgets for the next fiscal year. For the City of St. Augustine whose fiscal year begins October 1, the series of meetings begins with theCommission’s annual budget workshop. Then three weeks later there is the initial public hearing on the proposed budget and two weeks after that, the final public hearing. The dates for the three meetings are:
- City Commission Budget Workshop, Thursday, August 16 at 9:00am.
- First Budget Public Hearing, Thursday, September 6 at 5:05pm.
- Second Budget Public Hearing, Thursday, September 20 at 5:05pm.
All meetings will be held in The Alcazar Room, City Hall, 75 King St.

Removal of the crane working on the seawall project will necessitate traffic rerouting on Avenida Menendez on Monday, July 30. The detours, on Avenida Menendez between Bridge St. and St. Francis St., will start at 7:00am and should be concluded by 4:00pm.While southbound traffic will be allowed on Avenida Menendez south of Bridge St., northbound traffic will be detoured at St. Francis St. There will be a period when both lanes will be closed. Vehicles are encouraged to use alternative routes to avoid the area. If there are any questions about the work, please contact the Public Works Department at 904.825.1040.

Some 600 community members and 200 merchants will be offered surveys on-line and via email, but 500 visitor surveys will be conducted at several locations downtown, and that’s where volunteers are needed. Each survey will take approximately 10 minutes to complete.

Both the CLG training workshop and the Florida Trust for Historic Preservation annual conference are certain to draw the most knowledgeable preservation professionals from across the state and region as well as several national figures in the field from both the public and private sectors. And certainly, there is no more appropriate setting for historic preservation professionals to meet than in St. Augustine.

450th Commemoration seeking volunteers to assist in survey
To gain a better understanding of the needs, experiences and expectations of members of the community, merchants and visitors , the City of St. Augustine is conducting a research project and needs volunteers to assist. The survey results will enable the city to build a strong brand message for the 450th commemoration and beyond.

In early July the St. Johns County Supervisor of Elections Office will mail new voter information cards to all registered voters, but in order to receive the new card, a voter’s address must be current with the Elections Office.
Voter cards are especially important this year as they contain all of the new districts, precincts and polling locations following the redistricting process and precinct changes. With the August 14 Primary Election quickly approaching, it is vital that voters receive their new cards to know their district, precinct number and polling place and to ensure the receipt of sample ballots that will be mailed prior to each election.
Voters are encouraged to visit the Elections Office website and use the voter lookup feature to check their status and verify their address. The last date to register to vote or make party changes for the August 14 Primary Election is July 16. Address updates should include voter’s name, address, date of birth, and new address and can be made by calling the Elections office at 904.823.2238 or by sending an email to elections@votesjc.com.

0Certainly an unwanted result of summer rains are mosquitos, so the team at the Anastasia Mosquito Control District of St. Johns County is urging residents to take a moment to reacquaint themselves with preventive and protective measures.
One simple way to start is to acquaint yourself with the Five D’s of Prevention.
Then take a look at the two very helpful flyers available that are perfect for community, church or clubhouse bulletin boards or just to remind those in your own household of the simple steps anyone can take that will help protect everyone. One flyer announced National Mosquito Control Awareness Week and has simple peventive reminders is available here, and the other, from the Florida Department of Health, outlines simple preventive and protective steps, is available here.
The Anastasia Mosquito Control District’s web site has a wealth of information about ways to control mosquito breeding areas, notices of aerial spraying and fogging conducted by the district, and reports on the work of the district.
St. Johns County residents with mosquito problems or issues can make a service request by visiting the district’s website at www.amcdsjc.org or by calling 904.471.3107.

The Ancient City Slickers bring big fun music to Concerts in the Plaza
What do you get when you combine banjos, kazoos, tuba, maracas, washtub bass, guitar, and washboard? None other than the very popular Ancient City Slickers and their original blend musical entertainment that can only be described as big fun music. The Ancienct City Slickers return to the Plaza de la Constitucion’s Gazebo on Thursday, July 19 to mark the half way point in this summer’s Concerts in the Plaza starting at 7:00pm.

Bridge of Lions 5K necessitates traffic re-routing
The Bridge of Lions 5K Run (see story below), set for Saturday, July 21 at 7:30am, will necessitate brief traffic re-routing along St. Augustine’s Bayfront, the Bridge of Lions and on streets throughout Davis Shores on the north side of Anastasia Blvd.
Scheduled to start at the north end of Avenida Menendez near the Castillo de San Marcos, the participants will run south on Avenida Menendez using the northbound lane and cross the Bridge of Lions during which the bridge will be closed to all vehicular and boat traffic.
The race then continues north on Gerado St., west on Arpeika Ave., north on St. Augustine Blvd, east/south on Inlet Drive, west on Arpieka Ave., south on Zorayda Ave., east on Oglethorpe Blvd., south on Comares Ave., west on Flagler Blvd., north on Alcazar to the finish line at Oglethorpe Park.
Traffic along Avenida Menendez and the Bridge of Lions should return to normal by 8:00am and the entire race concluded by 9:00am. To avoid delays, the public is advised to avoid these areas during the race.

The Grapes of Roth up next for Concerts in the Plaza
The classic rock trio, The Grapes of Roth, returns to the Concerts’ n the Plaza’s Gazebo stage on Thursday, July 12 at 7:00pm. Elizabeth Roth, lead vocalist and bass guitarist, one of the best known solo acoustic musicians in North Florida, is joined by Chris Spindler on drums and Matt Van Rysdam on lead guitar, bass and vocals. All together, the Grapes of Roth always brings a great show.

TS Debby kept city crews in rapid response mode
While Tropical Storm Debby may not have had the wind of many storms, it certainly had the rain, and it was that rain that kept city crews busy in locations where rainwater inundated the city’s sanitary sewer system. The heavy downpours, a total of 7.72 inches in less than three days, required around the clock attention during the height of the rainfall in response to overflows in several locations of the sewer system. The overflows occurred during the heaviest periods of rain on the weekend of June 23-24 through Thursday, June 26.
The city’s rapid response teams captured and removed nearly 1.4 million gallons of wastewater /rainwater from the sites preventing backups into homes or discharges into waterways. At no time during TS Debby was the city’s drinking water in any danger as only surface water (i.e. runoff water, streams, etc.) came in contact with the waste water.
In a follow-up review of the city’s practices after the storm, the Florida Department of Environmental Protection compliance inspectors deemed the city’s actions appropriate and in compliance.

Whether working in an office cubicle, on a factory floor or along the aisles of a retail store, time spent in the break room is usually a quiet time, away from pressure, away from work routines and often a place where co-workers can converse in a relaxed environment.
That’s the idea behind WFCF/Flagler College Radio’s program called appropriately, The Break Room, which during the last week of June produced its 128th program since starting in February 2010. Hosted by Paul K. Williamson, the city’s Public Affairs Director, the 15-minute weekly program offers a behind-the scenes look at the workings of city government through interviews with people key in the city’s day-to-day operations.
The Break Room airs on Wednesdays at 5:30pm and again on Saturdays at 8:00am, and is then each program is archived at www.breakroom.info as podcasts available for download anytime.

Voter cards are especially important this year as they contain all of the new districts, precincts and polling locations following the redistricting process and precinct changes. With the August 14 Primary Election quickly approaching, it is vital that voters receive their new cards to know their district, precinct number and polling place and to ensure the receipt of sample ballots that will be mailed prior to each election.
Voters are encouraged to visit the Elections Office website and use the voter lookup feature to check their status and verify their address. The last date to register to vote or make party changes for the August 14 Primary Election is July 16. Address updates should include voter’s name, address, date of birth, and new address and can be made by calling the Elections office at 904.823.2238 or by sending an email to elections@votesjc.com.
City boasts a host of Great Floridians 2000 honorees
It was 15 years ago that the Florida Legislature, forward looking to the turn-of-the-century, established a program to recognize individuals who had made important contributions to Florida’s history and culture. Called Great Floridians 2000, a partnership effort of Florida League of Cities and the Florida Department of State, the program would name 2000 individuals through nominations from municipalities each of which would be recognized with a distinctive marker placed at a location associated with each person.
Not to be confused with the Great Floridians program currently managed by the Florida Department of State which recognizes both living and deceased individuals, the Great Floridians 2000 recognized only deseaded individuals. While the program fell short of its goal of 2000 names, ultimately naming 385 honorees, it succeeded by bringing deserving recognition to many heretofore unrecognized Floridians.
St. Augustine, with a total of 29 recipients, lead all other municipalities in the number of honorees, and by the end of 2002 official markers had been placed at designated locations throughout the city.

Senator Bill Nelson’s staff to meet with constituents
Staff representatives of US Senator Bill Nelson’s office will hold office hours for St. Johns County area residents on Monday, July 30, 2012, from 3:00pm to 4:00pm at the City of St. Augustine Beach City Hall, 2200 A1A South.
