Backed up sewer system raises it’s UGLY head

Boulder continues to address sanitary sewer system issues citywide
Boulder residents continue to report that water or sewage is backing up into their homes. In most cases, this is groundwater and floodwater, not untreated wastewater (sewage).
However, if residents see or smell solid waste:
- They should evacuate, if possible, as raw sewage represents a health and sanitation risk: and
- Report the backup to the Emergency Call Center at 303-413-7730 and ask that the issue be reported to City of Boulder Public Works crews.
These backups could still be the result of issues on private property, but the city would like to gather the information to determine if it indicates a system failure.
The city understands resident frustration about this issue, but the sanitary sewer system is particularly challenging to address for a number of reasons:
- The city has approximately 355 miles of sanitary sewer lines (pipes) and approximately 9,200 sanitary sewer manholes;
- A large portion of this system has been impacted by floodwaters and access manholes remain under water and inaccessible;
- The collection system (pipes) continues to carry a large amount of flood water, groundwater, mud, and debris; and
- The system functions by gravity and flows downhill to the wastewater treatment plant on 75th Street east of the city.
In order to address system-wide issues, the city must focus on low-lying areas first, which will hopefully become more and more feasible as floodwaters recede. This initial action is necessary as system back-ups (downstream) affects system functionality (upstream). While property owners farther from the creek may not see crews working adjacent to their properties, efforts occurring downstream are needed to restore overall system functionality and relieve backups in their area.
The city continues to urge water conservation measures by all city water customers (residents and businesses); minimizing water use and discharges to the sanitary sewer system will help mitigate impacts to affected residents and preserve the city’s water supply.
During the next few days, the city hopes to make significant progress on restoring system functionality as weather conditions improve and floodwaters recede. Updated information will be available as the city is able to access additional low-lying areas and assess conditions.

Update on Dillon Rd and 287
Public safety crews responded to submerged vehicles on Dillon Road 0.2 miles east of 287. When they arrived, they discovered a culvert had washed out and three cars were under water. One vehicle was upside down. North Metro Fire pulled three individuals out of the upside down vehicle. They were transported to a local hospital with minor injuries. The occupants of the other vehicles had already managed to escape the water. Motorists are reminded that conditions remain dangerous throughout the region. Do not get in a car and drive unless absolutely necessary.
Lyons, Longmont, North County Residents New Evacuation Center
The evacuation center at the Memorial Building in Longmont is beginning to fill up. A new emergency evacuation center has opened at Silver Creek High School at 4901 Nelson Road in Longmont.

Input sought on electric-assisted bikes on multi-use paths

The public is invited to attend a public meeting from 5 to 7 p.m. on Wednesday, Sept. 4, to learn more about options being considered for a proposed electric-assisted bicycle (e-bikes) pilot project. The meeting will be held at the Boulder County Clerk and Recorder building located at 1750 33rd St., in the Houston Room on the first floor. For those interested, e-bike users and retailers will offer the opportunity to test ride e-bikes and learn more about the technology from 4 to 5 p.m. prior the meeting.
This effort is part of the ‘Complete Streets’ focus area of the current process to update to the city’s Transportation Master Plan (TMP).
How do you feel about electric bikes on the bike/pedestrian paths?
This meeting is a follow-up to an initial e-bikes public meeting held in early August. That meeting introduced the potential pilot project to the community and initiated discussions about e-bike use on multi-use paths. At the Sept. 4 meeting, transportation staff will present options under consideration for amending the definition of an e-bike and for testing e-bike use on multi-use paths. If residents are not able to attend the public meeting, the city is also collecting feedback on e-bikes with a survey available here: www.surveymonkey.com/s/E-bikesurvey. City staff will also be performing in-person surveys on multi-use paths around Boulder.
Currently, e-bikes are only allowed in on roadways and on-street bicycle lanes. The potential pilot program would allow e-bikes on off-street multi-use paths, not including open space trails.
Comments from the public meeting and other outreach events will be used to inform the final pilot proposal.
The Transportation Advisory Board will hold a public hearing on e-bikes on Sept. 23 and make a formal recommendation to City Council. Council will consider the pilot ordinance at a first reading on Oct. 1; a second reading and public hearing will be held on Oct. 22. If approved by council, the pilot project would be launched in November 2013. Based on community feedback and results from the pilot project, council would evaluate whether to continue to allow the use of e-bikes on multi-use paths.
E-bikes are part of the city’s bicycle innovations under review as part of the TMP update’s “living laboratory” concept. Throughout the summer/fall, test facilities and pilot program will be launched to better understand transportation choices and identify strategies that encourage more people in our community to walk and bike.
