A county land-use office to help with rebuilding regulations

Boulder County, Colo. – The Boulder County Planning Commission and Board of County Commissioners will be considering interim development regulations for homes and other structures damaged or destroyed by the historic rains, mudslides and flooding of September 2013. Two upcoming Public Hearings have been scheduled:

Boulder County is planning for the need and desire to rebuild quickly and restore the community while implementing measures to protect public safety and investments through hazard mitigation and avoidance.
“The goal is rebuilding resilient communities which can better withstand extreme events and maintain the community fabric of these impacted areas,” said Land Use Director Dale Case. “Wise, sustainable rebuilding regulations are a vital part of the recovery process.”
In the aftermath of the unprecedented destruction and the magnitude of extreme weather experienced in September, county staff have closely examined existing regulations dating back to the 1990s and determined that they don’t sufficiently meet public safety standards in all circumstances. For example, current regulations allow property owners to replace structures in some cases without a review and in other cases a review which would require a floodplain development permit which may not adequately address currently known flooding behavior.
Given our community’s recent extreme weather experience, county officials believe is counterproductive for individuals, insurance companies and the public to invest the time, money, and energy into rebuilding in a location that is known to be hazardous.
In many cases the regulations will allow rebuilding to occur within existing lot lines, but require that structures be raised up out of the flood hazard areas or relocated out of hazard areas to a safer location on the property. The current regulations also require structures to be rebuilt at the same height as the old structures. The proposed regulations will allow changes in height to accommodate floodproofing, such as raising the height of the structure to avoid future flood damage.
These interim regulations are proposed to be in effect until April 30, 2014. During this time, property owners can rebuild destroyed or substantially damaged structures in safer locations, in a way that meets the floodplain development requirements (if the new structure is proposed to be located in a floodplain) without going through Site Plan Review. Land Use staff will work with property owners and representatives from other county departments to perform a Hazard Mitigation Review. The goal of this review is to help property owners rebuild in a way that is more resilient to future disasters.
During this interim period staff is committed to reaching out to the communities to understand the needs and issues of residents who are facing complex issues to restore their homes, property and lives. As part of the effort to assist property owners and residents impacted by the flood the county has set up a Flood Recovery Center at the county’s Land Use Department staffed by functional experts in onsite wastewater (septic) systems, floodplain regulations, planning and building code. The center and the county will also pursue other restoration resources and hazard mitigation programs to assist those impacted.
The staff recommendation and proposed regulations have been posted to the Land Use Department’s website(www.bouldercounty.org/property/build/pages/lucodeupdatedc130003.aspx) for public review and comment. Rental Matching Service Available for Displaced Boulder County Residents

Boulder County, Colo. – Boulder County residents displaced by the recent flooding now have another tool to help them find available rental housing. A regional service that matches renters with property owners is working with residents to place them in short-term rental units, and is waiving most of its fees for the matching service.
Boulder County, the cities of Boulder and Longmont, Foothills United Way, and Housing Helpers partnered to create and roll out the rental housing plan. Housing Helpers is working with property owners and has identified about 60 units that would work as short-term solutions for those in need to continue to live in or near Boulder County.
“We know there’s not much rental housing available in Boulder County for our neighbors who’ve been displaced by the flooding, especially those who don’t yet know when they can return to their homes” said Jeff Yegian, Acting Manager of the City of Boulder’s Division of Housing. “This is a solution for some of them, and we want to encourage those residents most in need to get in touch now to find out more.”
Residents impacted by the flooding who are seeking short-term rental housing can contact Housing Helpers by phone at 303-545-6000 or on the web at www.HousingHelpers.com to see if they qualify for the service. Property owners offering short-term rental options for individuals or families displaced by the flooding are encouraged to call Housing Helpers to list their property at no charge. Additional information on housing resources, including financial assistance that may be available for short-term housing, can be found at www.BoulderCountyFlood.org, www.BoulderFloodInfo.net, and www.LongmontOEM.com.
“We still want our neighbors to know that most of the available rental housing is located outside Boulder County, mostly to our south and east,” said Frank Alexander, Director of the Boulder County Department of Housing and Human Services. “Regardless of whether people look for rentals through this matching service or on their own, we hope that they do it right away and that they understand it might be necessary to relocate outside the area for some time.”
Stranger approaches provoke police warning

Recently, parents have reported that a male in a white SUV has approached children and at least one adult in a large geographic area in Boulder, which includes the area of the 2200 block of Balsam, the 400 block of Highland and the 2000 block of Alpine Avenue.
No one has been able to provide a concrete description of the SUV or the possible suspect, and the people approached are both males and females from 7-to-20 years old. One of those who reported being contacted by the male says she was offered a ride and ran away. Others say a white SUV approached them but that the person driving it didn’t speak to them. An adult who noticed a white SUV told police that a man was sleeping inside it.
Descriptions of the suspect vary; police were told he was 30-to-60 years old; that he had white hair or salt-and-pepper hair and that he had a full beard or was clean-shaven; that he wore glasses and that he didn’t wear glasses. The SUV descriptions differ as well.
Neighbors shared an informational email in an effort to inform each other about the incidents, and detectives have investigated all the reports.
Police offer some tips for keeping kids safe:
- Tell your kids to walk with others and stay in well-lit areas
- Always supervise younger children, even in groups
- Tell your kids to never, ever get into a car with a stranger
- Let your child know you will never send an unknown adult to pick them up – ever
- If a stranger does approach your child, your child should RUN, YELL and REPORT the stranger to a trusted adult. It’s not appropriate for adults to approach children.
Here are some ploys strangers may use:
- Asks for help finding a lost pet
- Invites the child to a car to see a new puppy
- Offers candy, toys or food
- Asks for directions
- Offers a ride
Police remind people to call 9-1-1 if they are in a situation which they feel is unsafe, or if they notice a situation involving someone else.
The Boulder Police Department will keep the public apprised of any developments or public safety issues which arise.
