Sign up for the Citizen’s Police Academy at the Boulder Police Department*

If you’ve ever wondered what it’s really like to be a police officer, or been interested in knowing more about the day-to-day operations at the Boulder Police Department, now is the time to sign up for the upcoming Citizen’s Police Academy course.
Nearly 800 citizens have participated over the years (this is the Department’s 29th Citizen’s Police Academy), and the new session starts on Sept. 5, 2012. It’s free and open to anyone over the age of 18. The course is held over a period of 12 weeks. Students and instructors meet once a week, from 6:30 p.m. to 9:30 p.m. on Wednesdays.
Here are a few of this session’s highlights:
- Detectives will discuss cases which have been solved, and talk about some of the ways investigations are handled;
- SWAT Team members will explain what the team does, when it’s called out, and show you some of their specialized equipment;
- Our Crime Analysts will talk about how they collect evidence at crime scenes, how various evidence is tested and how the information is used during investigations;
- The Boulder County Sheriff’s Office will give you a tour of the Boulder County Jail;
- You’ll have the opportunity to ride-along with an officer and gain some perspective about their work in the community;
- The Bomb Squad members will discuss their training and show you the equipment they use to protect them from harm;
- Learn how Dispatch Operators field 911 calls;
- Find out how records are kept, and what kind of law enforcement information is available to the public;
- And, officers who patrol Boulder will tell you about their districts and beats, and share their insights about officer safety issues.
The Citizen’s Police Academy is offered at no cost to allow community members to learn more about police operations and philosophy. A graduation ceremony will be held on Dec. 5, 2012. Graduates will be able to join the Citizen’s Police Academy Alumni Association, which schedules monthly programs and speakers who focus on law enforcement-related topics.
Incentives draw another outdoor retailer to Boulder

City Manager Jane S. Brautigam has approved a flexible rebate application for Boulder-based American Rec for up to $25,000 in rebates. The rebates were authorized for sales and use taxes, and permit-related fees.
“American Rec’s decision to expand its operations in Boulder allows the city to be home to the company’s ten major outdoor industry brands, strengthening Boulder’s outdoor industry sector,” Brautigam said. “We are pleased that the flexible rebate program helped American Rec with its investment at its Gunbarrel location.”
The flexible rebate program is one of the city’s business incentives, covering a wide range of fees, equipment and construction use taxes. Under this program, the city manager may consider a specific incentive package for tax and fee rebates to meet a company’s specific needs. The company is then eligible for the rebate after it has made its investment and paid the taxes or fees to the city.
American Rec is a collection of ten prominent outdoor industry brands, including Kelty, Royal Robins, Sierra Designs, Wenzel, Slumberjack, Rokk, Insta-Bed, Mountain Trails, Ultimate Direction and ISIS. The company was founded in St. Louis, MO, and in 2010, moved its headquarters to Boulder where several of its brands were already based, and because of the strong outdoor industry and lifestyle. With the move, American Rec grew to 60 employees. After purchasing ISIS for Women and moving it to Boulder, American Rec now has almost 100 employees. The company recently remodeled its space at 6235 Lookout Road to better accommodate its growth.
“The Boulder location and exposure from the Diagonal Highway is an integral part of our corporate identity,” said Brett Jordan, chief executive officer of American Rec’s Equipment Group. “The new building remodel will meet the new demands of the consolidated divisions along with anticipated growth over the next several years.”
The flexible rebate program uses social, community, and environmental sustainability guidelines. Companies choose the guidelines that best fit their circumstances, but must meet minimum requirements in order to receive the rebate. American Rec has met the requirements and, of note, has a commute trip reduction program that includes alternative work schedules, showers, secure bike parking, and designated carpool parking. In addition, the company participates in volunteer industry initiatives, runs a recycling program, and will participate in the city’s energy assessment and EnergySmart programs.
American Rec’s application is the first 2012 flexible rebate application. The city’s approved 2012 budget includes $350,000 in funding for 2012 flexible tax and fee rebates for primary employers.
R U ready for CONE ZONE HELL in Boulder this summer??

As the summer season progresses, additional construction may be noticeable to those traveling around Boulder as the city continues to improve the community’s transportation and utilities infrastructure. Although construction projects happen throughout the year, the city schedules more work during the summer months to take advantage of warmer temperatures, longer days and less traffic. During summer 2012, construction crews will be working to replace aging waterlines, resurface city streets and improve travel options.
All active projects and the associated traffic impacts will be updated weekly at
www.boulderconezones.net. Some of the major summer construction projects with potential traffic impacts are summarized below.
2012 Street Resurfacing Projects
The city’s annual street resurfacing projects began in May and will continue through the fall. More than 60 city streets are targeted for either chip seal, resurfacing (overlay) or reconstruction in 2012. View a list and map of streets planned for resurfacing and reconstruction.
In general, these projects will involve daytime traffic impacts, intermittent lane or road closures, and parking restrictions. More streets are scheduled for resurfacing than in past summers as a result of the 2011 voter-approved Capital Improvement Bond; however, budgeting and project coordination may cause some of the projects to be put on the list for next year.
Broadway (Euclid to 18th) Transportation Improvements Project
Construction on Broadway, between Euclid Avenue and 18th Street, is currently on schedule to be completed by mid-August 2012. For more information about the project, visit www.bouldertransportation.net.
2012 Boulder Waterline Replacement Project
Beginning on Monday, June 18, and continuing through mid-November, construction crews will be working to replace corroded waterlines throughout Boulder. The annual waterline replacement project involves temporarily disconnecting then reconnecting water service.Significant delays and traffic impacts are expected while crews work across the intersection of Alpine Avenue and 19th Street during the week of June 18.
The waterline replacements will improve the city’s water distribution system, including service reliability and water quality. The city has coordinated utilities and transportation improvements so that the streets impacted by the construction will be patched after the waterlines are replaced and then repaved as part of the city’s annual pavement resurfacing program.

2012 Sanitary Sewer Rehabilitation Project
This project will begin on Monday, June 18, and involves the rehabilitation of sanitary sewer lines at various locations throughout the city. In general, motorists can expect intermittent delays, daytime lane closures and parking restrictions at the work sites. Individual work sites and times will be scheduled on a weekly basis and posted at www.boulderconezones.net. The project is scheduled for completion by September.
