Commander Scott Carpenter to attend rededication of Scott Carpenter Park Sept. 20

The City of Boulder Parks and Recreation Department will host a park re-dedication of Scott Carpenter Park with Commander Carpenter in attendance at 4 p.m. on Thursday, Sept. 20. 
The park, located at 30th Street and Arapahoe Avenue in Boulder, was dedicated to honor Mercury 7 astronaut Scott Carpenter in May 1963. Carpenter was the second American to orbit the earth, and 2012 marks the 50th anniversary of his historic space flight.
“We are honored that Commander Carpenter is able to attend this park rededication,” said Parks and Recreation Director Kirk Kincannon. “As a Boulder native and a truly exceptional American, the City of Boulder is proud of Scott Carpenter and delighted to host this rededication of the park named in his honor.”

Only 2 % of students in CU dorms eligible for concealed weapons permit

The University of Colorado Boulder today announced it is amending housing contracts to ask students who live in undergraduate residence halls and hold a Colorado concealed carry permit, or CCP, to forgo bringing a handgun to campus. The campus also will accommodate those who hold a CCP in a graduate student housing complex off the main campus, provided the permit holders store their weapon in a safe within their dwelling when they are not carrying it.
The university also is asking residence advisers and faculty who live in university housing to sign the same housing agreement as a condition of their residence in these facilities.
The actions follow a ruling by the Colorado Supreme Court on March 5, which allows individuals with state-issued concealed carry permits to carry handguns on university or college properties. The University of Colorado Board of Regents last spring delegated the authority to the chancellors of CU-Boulder and CU-Colorado Springs to create a process to implement the Colorado Supreme Court ruling in the campus residence environment.

“I believe we have taken reasonable steps to adhere to the ruling of the Colorado Supreme Court, while balancing that with the priority of providing a safe environment for our students, faculty and staff,” said CU-Boulder Chancellor Philip P. DiStefano.
The approach would only affect, potentially, a very small number of individuals. An analysis by the University of Colorado shows that 0.6 percent of the faculty, staff and students on campus possess a CCP. A full 96 percent of CU-Boulder undergraduate students living in the residence halls are under the age of 21, and are thus ineligible to have a CCP. Of the 4 percent of eligible students, about half living on campus are CU Resident Advisers, or “RAs,” who as CU employees would not be permitted to live in undergraduate halls and possess a CCP.
Residence hall students who have a concealed carry permit or who obtain a concealed carry permit under Colorado law during the housing contract period may seek to be relocated to a University Apartment (if space is available) or be released from the residence hall contract without financial penalty.

Among the requirements for Colorado concealed carry permits are that the holder must be at least 21 years of age, complete an FBI background check, and have either previous military or police experience or proof of completion of a firearms training course.
Residence hall students may still store weapons at the University of Colorado Police Department on campus, which is open and available for drop off and pick up of weapons, 24 hours a day, seven days a week.
CU-Boulder will continue to follow the CU Board of Regents policy that prevents the open display of weapons including guns, explosives and knives on campus. Only law enforcement officials who display their badges are allowed to openly display weapons while on campus.
Under concealed carry, anyone with a permit may carry a concealed handgun on campus generally and into CU buildings, with the exception of Folsom Field and any other ticketed public performance venue. The purchase of a ticket to a CU public performance constitutes an agreement with the university to not carry a concealed weapon, even as a CCP holder, into the venue.
Students begin moving into CU-Boulder residence halls on Tuesday, Aug. 21, and classes begin for the semester on Aug. 27.
County hosting open house to discuss Land Use Code oil and gas development regulations

Public invited to give input at Aug. 7 event
Boulder County, Colo. – Staff from Boulder County Land Use and other departments will host an oil and gas regulations open house on Aug. 7.
Staff will solicit input and give more information about the process and steps the county intends to follow for considering changes to oil and gas regulations in the Boulder County Land Use Code and related programs and policies the county can pursue to address the issue. This will be the second open house the county has hosted to provide information to residents.
What: Boulder County oil and gas regulations open house
When: Tuesday, Aug. 7, 6:30-8:30 p.m.
Where: Boulder County Recycling Center, 1901 63rd St., Boulder
The event will include a short staff presentation at 6:45 p.m.

Staff will be located at stations throughout the open house to listen to residents’ issues and suggestions, answer questions, and provide updated information about the county’s plans to address issues related to oil and gas development. Stations will include information about the Boulder County Land Use Code, open space, public health and transportation.
Timeline
- Feb. 2 – The Board of County Commissioners approve a temporary moratorium on the processing of the required development plans for local oil and gas permits under the county Land Use Code (Resolution 2012-16) and release a statement detailing their concerns about the potential for significantly expanded oil and gas drilling within the county.
- March 1 – Public hearing for commissioners to hear staff presentations and public testimony. After the four-hour hearing, commissioners direct staff to continue gathering information about the impacts of oil and gas drilling on air, water, land, roads and infrastructure.
- April 16 – Commissioners vote unanimously to extend temporary moratorium on processing of applications for oil and gas development in unincorporated parts of the county until Feb. 4, 2013. (Resolution 2012-46).
- May 16 – Planning Commission approves Docket BCCP-12-0001: Amendments to Oil and Gas Policies, authorizing initiation of an oil and gas policies amendment process.
- June 20 – Planning Commission reviews proposed oil and gas policies amendments presented by Land Use staff, and takes public testimony.
- July 18 – Planning Commission further reviews proposed oil and gas policies amendments presented by Land Use staff, and takes public testimony.
- Aug. 15 – Planning Commission will continue their review of the draft amendments. Public testimony will not be taken on this date.
Background
Boulder County is concerned about the potential for significantly expanded oil and gas drilling within the county, and supports appropriate, tighter restrictions on drilling and increased local control to mitigate the impacts of these activities. While the moratorium is in place, the county is endeavoring to ensure its Comprehensive Plan, Land Use Code and other regulations are as thorough and up-to-date as possible.
