Flood debris pickup extended

Could take until the end of the week for solid materials and longer for mud, silt and dirt
The City of Boulder is in the process of completing pickup of all flood debris that was reported to the city as of Monday, Oct. 14.
The curbside collection of damaged household items, carpet, drywall and all other materials except for dirt, mud and silt, is expected to be completed by Saturday, Oct. 19. Due to the logistics of hauling heavy organic material and collecting dirt, mud and silt from residential areas, parks and multi-use paths, trucks are expected to continue this limited scope of work for several more weeks.
Residents who did not contact the city by Monday, Oct. 14 may no longer take advantage of the curbside collection service and must dispose of flood debris on their own or with the help of a contractor. Residents may continue to dispose of debris at Western Disposal’s transfer station, but they will be required to pay the associated fees.
“We want residents to understand that while they will continue to see Swingle trucks in their neighborhoods fulfilling the orders that were placed before Monday’s deadline, these crews are no longer tasked with continuing to pick up unreported piles,” said Kara Mertz of the city’s Local Environmental Action Division. “The responsibility for unreported flood debris has shifted back to the private property owner.”
Denver-based collection contractor Swingle estimates that its crews have serviced more than 10,000 households since Sept. 26, when collection first began. As of Monday, Oct. 14, 4,463 tons of debris and sediment had been collected through the flood debris curbside pickup program. The city has received positive feedback about the limited-time emergency service.
“It was a relief to see the flood debris gone, though it was also a final goodbye for things we would have rather saved,” said resident Susan McLean in correspondence with the city. “Thank you for all you and others are doing to help speed the recovery.”
Residents who met the request deadline must comply with the same guidelines that have been in place since the pickups began. Specifically, they are asked to make sure their debris is on public streets or right of ways. Materials must be within 10 feet of the curb, avoiding sidewalks if possible, and should not be in bike lanes or in locations that may block storm drains.
In order for the city to receive FEMA assistance for the cost of debris removal, curbside pickup is limited to debris created by the storm event of Sept. 11 through Sept. 15. FEMA requirements include:
· Storm-related debris only; tree branches that broke from wind this past week cannot be accepted as part of this collection
· Debris should not be placed in plastic trash bags
· If debris is already in plastic bags, these bags must be opened to allow for verification that they contain only storm debris
· Do not place regular household trash with flood debris
· Debris must be placed on public property. Collection trucks are not permitted to go onto private or commercial property, which includes driveways, areas inside fences, and private streets inside mobile home parks and large apartment complexes.
Electronics and household hazardous wastes are NOT included in curbside collection.
Electronics may be taken to Eco-Cycle’s Center for Hard to Recycle Materials (CHaRM) drop off site at 5030 Old Pearl St. or Western Disposal for recycling. For more information, visit www.ecocycle.org/charm or www.westerndisposal.com.

City: Flood debris to be picked up in the street

The City of Boulder will begin curbside cleanup of flood debris on Thursday, Sept. 26. The cleanup, contracted to Denver-based Swingle Inc., will occur for a period of three weeks. Residents are asked to place flood debris, such as carpet, drywall, appliances, trees and branches, curbside for collection. Debris piles should not block drainage, sidewalks, bike lanes or fire hydrants.
Curbside cleanup routes and schedules are available at www.boulderfloodinfo.net. Swingle has divided the city into four zones for curbside cleanup and will pick up debris in each zone at least twice, starting on Thursday, Sept. 26, and concluding on Friday, Oct. 18. Here is the schedule for week one:
· Zone 1: North of Iris, West of Foothills Parkway – start day Thursday, Sept. 26
· Zone 2: South of Baseline, West of Foothills Parkway – start day Saturday, Sept. 28
· Zone 3: South of Iris, North of Baseline, West of Foothills Parkway – start day Tuesday, Oct. 1
· Zone 4: East of Foothills Parkway in city limits – start day Thursday, Oct. 3
“Our community has sustained significant damage from the unprecedented rains and flooding of the past week, and many of our residents need to dispose of large amounts of debris,” said City Manager Jane Brautigam. “Many of these impacted community members do not have the ability or the equipment to haul items such as carpet to a collection point, and the service needs to be more accessible to all residents. To assist with recovery efforts, City Council approved curbside cleanup of flood debris, which will begin this Thursday.”
In order for the city to receive Federal Emergency Management Agency (FEMA) assistance for the cost of debris removal, curbside pickup is limited to debris created by the storm. FEMA requirements include:
· Storm-related debris only
· Debris should NOT be placed in plastic trash bags
· Debris already in plastic bags must be opened to allow FEMA verification of storm debris
· Do not place household trash with flood debris
To facilitate prompt curbside collection, residents should place appliances at the curb separate from other flood debris. Electronics and mud are NOT included in curbside collection.

The city is identifying potential mud disposal contractors for residential use and contact information will be available at www.boulderfloodinfo.net. Mud disposal is the obligation of the property owner, and residents should contract directly with mud disposal companies or follow guidance from the Colorado Department of Public Health and Environment, also posted at the website above.
The service is for residential use only, and does not include apartment and condominium multi-family housing complexes that have centralized trash collection. Commercial sites are not included in the flood debris curbside service, and should contact their regular hauler for information and debris removal options.
Residents may also take flood debris to Western Disposal’s transfer station located at 5880 Butte Mill Road. It is open Monday through Saturday from 7 a.m. to 5 p.m. Fees will be waived for residential flood debris disposal at the transfer station by City of Boulder residents.
The curbside cleanup is expected to take several weeks to complete with flood debris remaining in neighborhoods throughout the cleanup process. It is important that residents continue to use proper waste disposal containers for food-related garbage to minimize attracting wildlife. Food waste cannot be placed with flood debris for curbside clean up; it must be stored in a secured manner and placed out for regular household trash service on your scheduled day for pickup.

Storm cleanup: City of Boulder and Western Disposal partner to provide an additional branch pick-up service
With the significant tree limb damage caused by the recent winter storm, the City of Boulder and Western Disposal are partnering to help community members dispose of downed tree branches.
Starting Monday, Oct. 31, Western Disposal will provide one extra pickup of branches that are left out for curbside compost collection.
- Branches left at the curb must be no longer than six feet and no bigger than six inches in diameter.
- Place branches and tree limbs at the curb before your regular compost collection day.
- They will be picked up once within the next two weeks (Oct. 31 to Nov. 11).
- Western will NOT be picking up branches from alleys. They must be placed curbside.
- Please keep bike lanes free of debris when placing your branches at the curb.
This service is being provided in response to the extreme conditions caused by the recent storm. Following this special pickup, residents can continue to place tree branches and leaves out on their regularly scheduled compost pickup days throughout the year. After this additional branch collection, residents must bundle their branches as normally required.
Drop-off site:
Community members may continue to bring leaves or branches to the Yard Waste Drop-off Center located at Western Disposal, 5880 Butte Mill Road. The drop-off center’s hours are 7 a.m. to 5 p.m. Monday through Saturday. The drop-off center is free for city residents; there is a small charge for commercial yard wastes. Ongoing curbside compost options:
City residents may continue to compost tree branches, leaves and other yard waste throughout the year by:
- Using trash hauler-provided compost carts for as much yard waste as will fit;
- Bundling branches, using twine or other natural rope, and placing up to three bundles, each one no larger than six feet long by three feet in diameter, beside their compost carts on collection days; and
- Placing leaves or branches in fully compostable paper or starch-based bags beside compost carts on collection days.
Additionally, customers may request larger compost carts on an annual or seasonal basis; or request an additional individual pickup for an extra fee. Contact your trash hauler for more information on the curbside compost collection services available.
