CORRECTION: Open Comment Sign-Up for City Council Meetings goes Electronic.
The city has abandoned the idea of Electronic Sign-up because it overlooked several problem areas which would give computer savy people an advantage. Some people in Boulder are illiterate and can not write. They have a difficult time as it is when speaking and or signing up to speak. They usually require the help of the city clerk to fill out the blue form which requires their name, address, topic of comment and a signature. It is not often that the city has illiterates who come to speak before council. The last was a rancher turned artist named Father Rainbow.( previously Harold Geer Folsom) He had legally changed his name in 1994 where the clerk had to help with the forms. So for now electronic sign-ups are on hold.
I Love Boulder campaign provokes some
The cities I love Boulder Campaign has produced one video so far produced by the city. It has played hourly on Channel 8 and channel 22. The idea was to promote ‘brand loyalty’ to our town and attract tourism. It seems the reverse has happened. Right wing talk show hosts in Denver started making fun of Boulder calling the campaign a self absorbed love fest of the smartest prettiest people. This led to Bill O’Reilly of Fox News to create a contest naming Boulder the most narcissistic city in America. The city is now looking at other opportunities to promote Boulder in a positive light.
Board of Decency and Community Standards being formed
The city is now accepting applications for the newly formed Board of Decency and Community Standards syn BOD-ACTS. The T doesn’t stand for anything but we needed it to convey a message about any bodily acts that are deemed indecent. The board came about by people who think it is funny to run around Boulder naked with pumpkins on their heads. We realize it is only Halloween but the city feels this practice might spread to other Holidays such as Easter which will be coming up at the end of the month. Easter is a Christian Holy day and we didn’t want to leave anything to chance. BOD-ACTS will also take into account appropriate dress at city sponsored functions including planning meetings and Band on the Bricks . The city wants to set a good example of proper attire.

Emergency warning sirens to be tested beginning April 4

Boulder County, Colo. – The Boulder Office of Emergency Management (OEM) will begin testing of the countywide emergency sirens at 10 a.m. on Monday, April 4. The test is the first of the annual season of monthly emergency siren tests, which take place on the first Monday of each month from April through August. The siren tests will occur twice on each testing day, at 10 a.m. and 7 p.m., on April 4, May 2, June 6, July 4, and Aug. 1.
During an emergency, the sirens are used to alert residents to potential danger from a flood or other immediate threat. Siren tests ensure that all systems and procedures are working properly during the season of peak flood danger. The tests also promote public awareness of the warning sirens located throughout Boulder County.
There are more than 30 outdoor warning sirens in place across Boulder County, including in Boulder, Erie, Jamestown, Lafayette, Longmont, Louisville, Lyons, Marshall, Eldorado Springs and the University of Colorado at Boulder. The monthly siren tests will be issued from all locations other than Longmont (which follows a different schedule) and Louisville (which does not do audible testing).
Should Boulder County experience severe weather during a one of the planned audible tests, the siren tests for that day may be cancelled. For updated information, visit www.BoulderOEM.com.

Solar Grant Fund application deadline extended through mid April

The application deadline for City of Boulder Solar Grant Funds has been extended and now must be received by 5 p.m. on Tuesday, April 19. For applications and more program information, visit the city’s Solar Rebate and Grant Programs website.
The City of Boulder Solar Grant Fund (formerly known as the ClimateSmart Solar Grant Fund) is dedicated to providing financial assistance through grants toward installation of photovoltaic (PV) or solar thermal systems on:
· Housing included in the city’s permanently affordable housing program;
· Lower-income housing developed and/or owned by nonprofit organizations; and,
· Facilities of nonprofit organizations.
The program is funded by revenue generated through a solar rebate ordinance that the Boulder City Council approved in 2006. The city collects taxes on the sales and installation of solar technologies, using the revenue to fund the City of Boulder Solar Grant Fund and to provide sales-tax rebates to those who pay solar sales and use taxes. Approximately $150,000 is currently available for solar grants.
Since the first grant cycle in March 2008, a total of $232,784 has been awarded to nonprofit organizations and homeowners participating in the city’s affordable housing program. The grant funds have resulted in 22 solar PV systems, 315 kilowatts of installed PV, and two solar thermal systems, which save approximately $38,000 annually and prevent about 265 metric tons of carbon dioxide (CO2) from being emitted per year.
