CORRECTION: Open Comment Sign-Up for City Council Meetings goes Electronic.
The city has abandoned the idea of Electronic Sign-up because it overlooked several problem areas which would give computer savy people an advantage. Some people in Boulder are illiterate and can not write. They have a difficult time as it is when speaking and or signing up to speak. They usually require the help of the city clerk to fill out the blue form which requires their name, address, topic of comment and a signature. It is not often that the city has illiterates who come to speak before council. The last was a rancher turned artist named Father Rainbow.( previously Harold Geer Folsom) He had legally changed his name in 1994 where the clerk had to help with the forms. So for now electronic sign-ups are on hold.
I Love Boulder campaign provokes some
The cities I love Boulder Campaign has produced one video so far produced by the city. It has played hourly on Channel 8 and channel 22. The idea was to promote ‘brand loyalty’ to our town and attract tourism. It seems the reverse has happened. Right wing talk show hosts in Denver started making fun of Boulder calling the campaign a self absorbed love fest of the smartest prettiest people. This led to Bill O’Reilly of Fox News to create a contest naming Boulder the most narcissistic city in America. The city is now looking at other opportunities to promote Boulder in a positive light.
Board of Decency and Community Standards being formed
The city is now accepting applications for the newly formed Board of Decency and Community Standards syn BOD-ACTS. The T doesn’t stand for anything but we needed it to convey a message about any bodily acts that are deemed indecent. The board came about by people who think it is funny to run around Boulder naked with pumpkins on their heads. We realize it is only Halloween but the city feels this practice might spread to other Holidays such as Easter which will be coming up at the end of the month. Easter is a Christian Holy day and we didn’t want to leave anything to chance. BOD-ACTS will also take into account appropriate dress at city sponsored functions including planning meetings and Band on the Bricks . The city wants to set a good example of proper attire.

The difference with Scott and 22 Boom is that it is all locally produced. In fact Jann Scott has been producing regular local television for Boulder virtually every since 1989 sometimes in the face often tremendous opposition from local government who often sought to censor Scotts programs or prohibit them altogether. His struggles to remain on the air are legendary around Boulder and in broadcast circles around the state. He’s Boulders very own Jack Parr. Legend has it he drove several station managers, a mayor and several city council members out of Boulder. Those who have ever battled Scott will attest as one former Colorado Daily editor stated:” I’d sooner fight a Hitler SS amoured division than cross Jann Scott”
At channel 22 , a director said ” I know he has a reputation for being a fighter, but maybe that is a good thing. We’ve never seen anything but professionalism and quality programs out of him”

But 22 Boom seems more tamed down than the old Jann Scott Live show on CATV 54 where Scott pulled wild antics to the howling regal of college kids and shock and horror to old folks. One things for sure 22Boom made a Nielsen trend this week with calls coming in again from the likes of J Walter Thompson. Congrats to the whole crew at 22Boom. They deserve it.

The new 22 Boom show has evolved into a price bit cultural phenom. This week 22Boom feature a 30 minute educational program on ” Rick Rolling” which is just hysterical. It comes out on April 1.
22Boom features Scott as host, a Jann Scott Live segment, a tech news segment delivered by a hip young female actor who spoofs the news, a science segment, Movie reviews, a music video. Quite a bit actually. Boulder Valley School district couldn’t be happier with Scott’s 22Boom. In three years they have only sung praises about the shows quality, relativeness and appeal to young people and old alike. Quite a switch from when the city had their paws in every decision.
Fire ban in effect for city

Sheriff Joe Pelle enacted a ban on open burning and the discharge of fireworks in unincorporated Boulder County because of hazardous fire conditions in the area. The ban remains in effect until further notice.
The City of Boulder already has an ordinance in place that prohibits any open burning within the city limits or on city property outside city limits. However, with the county fire ban, the use of charcoal-type grills in areas other than private residences and the use of any device or item that could cause an open flame or heat source for a fire are also prohibited. This includes model rockets that use an ignitable-type fuel for operation.
Open burning is defined in local ordinance as bonfires, campfires or the burning of any trash, paper, rubbish, wood, weeds, brush, plants or other combustible or flammable material. Outdoor portable-type fireplaces such as chimineas or outdoor fire pits are illegal to operate within the city limits. Penalties can include criminal charges, fines, court costs, restitution, jail and insurance consequences.
City code prohibits use of fireworks, of any kind, anywhere in the city and prohibits possession of fireworks in any park, parkway, recreation area or open space. Amnesty will be granted to anyone wanting to discard unused fireworks brought to any Boulder fire station. To report fireworks violations, residents should call the non-emergency dispatch line at 303-441-3333. To report a fire, always call 9-1-1 and provide dispatchers with a location.
