MIT PHYSICS NOBEL LAUREATE FRANK WILCZEK
TO GIVE CU-BOULDER’S GAMOW LECTUREMassachusetts Institute of Technology Professor Frank Wilczek, who shared the 2004 Nobel Prize in physics, will give the 46th George Gamow Memorial Lecture at the University of Colorado Boulder on Tuesday, April 26.
Free and open to the public, the talk is titled “Anticipating a New Golden Age: A Vision and Its Fiery Trial at the Large Hadron Collider.” Wilczek will describe the Large Hadron Collider, or LHC, and how it will test new phenomena and ambitious ideas. The talk will be held at 7:30 p.m. in Macky Auditorium and is intended for a general audience.
The LHC sends protons and charged atoms whizzing around a 17-mile underground loop located on the border of France and Switzerland at 11,000 times per second — nearly the speed of light. Located at the European Organization for Nuclear Research, the collider can smash particles together at energy levels seven times higher than the previous record by such accelerators.
Scientists are using the LHC to attempt to recreate conditions immediately following the Big Bang, searching for answers about mysterious dark matter, dark energy, gravity and the fundamental laws of physics. The experiments may even shed light on the possibility that other dimensions exist, according to physicists.
Wilczek says future generations may view the LHC as the defining symbol of our culture, analogous to the pyramids of Egypt. The LHC project involves roughly 10,000 people from 60 countries, including more than 1,700 scientists, engineers, students and technicians from 94 American universities. Roughly 10 faculty, postdoctoral researchers and graduate students from CU-Boulder’s physics department have been involved in LHC research and development.
Wilczek shared the Nobel Prize in physics with David Gross and David Politzer for the discovery of asymptotic freedom in the theory of the strong interaction, research he conducted as a 21-year-old graduate student at Princeton University.
Wilczek has received numerous awards, including a 1982 McArthur Fellowship “genius grant,” the 2005 King Faisal International Prize for Science and the 2003 Lilienfeld Prize of the American Physical Society. He is a member of the National Academy of Sciences and the American Academy of Arts and Sciences.
The George Gamow lecture series started in 1971 and honors the late CU-Boulder physics professor who was pivotal in developing the big bang theory of the creation of the universe. He also was known for his many books popularizing science.

WHO WANTS TO DELIBERATE WITH POLITICIANS? MORE THAN SOME EXPECTED, STUDY FINDS

Given that, the thinking goes, it’s reasonable to conclude that citizens want less, not more, involvement in politics.
But that widely accepted theory does not survive empirical scrutiny, a team of researchers that includes a University of Colorado Boulder political scientist found.
Rather than rejecting political discourse, most people express strong interest in deliberating with real politicians, the team found. Further, when citizens are offered the chance to discuss political issues with their legislators, significant numbers do.
The view of the American public as desperate to avoid politics is “deeply misleading,” the team wrote in a recent edition of American Political Science Review. The work joins a growing number of studies applying empirical analysis to political theories of deliberative democracy.
The team was led by Michael Neblo of Ohio State University and included Kevin Esterling of the University of California, Riverside, Ryan Kennedy at the University of Houston, David Lazer of Northeastern University and Harvard University, and Anand Sokhey of CU-Boulder.
Sokhey and his colleagues suggest that some political theorists reached an erroneous conclusion because they started with the wrong question, namely, “Who actually deliberates?”
The answer, of course, is that few people engage in deliberative democracy.
But Sokhey’s team essentially posed a different question: “Who is willing to deliberate?” The team found that large majorities of citizens, even those disgusted by politics, are willing to participate—and, when given the chance, many do.
Sokhey puts it this way: “If people perceive politicians to be more responsive and less corrupt … would people be more willing to be involved?” The answer is yes. “They’re happy to be involved.”
That was surprising, he says, adding that the kinds of people who wanted to participate also was unexpected. The traditional view is that people who are older, wealthier, well-educated and white are more likely to become engaged in politics.
“We don’t find that a lot of that holds here,” Sokhey says.
The team found that younger people and non-whites were willing to join political deliberations.
The researchers set out to test two competing theories of political involvement. One theory, dubbed “stealth democracy,” holds that people are often disgusted by politics, believe politicians are generally corrupt, and that when they do join the political process, they do so largely to thwart political corruption.
If politics were less corrupt, the theory holds, citizens would happily retreat to their private lives and let government run quietly and efficiently in the background.
But the theory of stealth democracy contradicts one of the deliberative theory’s central claims: that citizen apathy is actually caused by frustration and disempowerment in the system. “If the political process could be rendered more rational and responsive in their eyes, then they would be moreinclined to engage in it robustly,” the authors write, adding:
“The disagreement between the stealth thesis and the deliberative thesis could hardly be clearer, and the stakes on which is right could hardly be higher.”
The research team began with hypothetical questions posed to 404 subjects.
For instance, they asked the following: “If politics were [less/more] influenced by self-serving officials and powerful special interests, do you think that you would be more or less interested in getting involved in politics?” Respondents indicated their interest on a 1-5 scale.
Those who would participate less if politics were less corrupt fit the stealth-democracy thesis. Those who would participate more fit the deliberative thesis.
The results were significant. Eight times more people fit the deliberative profile than the stealth profile, suggesting that the “stealth” view is not widely held.
But that was just the response to items about stealth vs. deliberative attitudes. When the researchers made a real offer to deliberate with a real member of Congress, 65 percent agreed.
The study’s participants were offered the chance to deliberate online with their congressional representative. The members of Congress came from 12 congressional districts spread across four major geographic regions. The politicians included five Republicans and seven Democrats who were ideologically diverse.
Most surprisingly, the authors note, both those holding “stealth” and “deliberative” views were eager to discuss politics with real politicians. But according to the stealth thesis, such eagerness should have been found mostly among deliberative democrats.
The explanation, the authors conclude, is that “People do not really hold stealth democracy as their first preference. Instead, they will settle for stealth democracy if the civics-textbook version of deliberative representative democracy is not achievable.”
The work of Neblo, Sokhey and the rest of the team was funded by a grant from the Digital Government Program of the National Science Foundation.

City of Boulder Named IBM Smarter Cities Challenge Grant Recipient

The grant provides Boulder and 23 other cities worldwide with access to IBM’s top experts to analyze and recommend ways Boulder can become an even better place in which to live, work and play. The approximate value of each Smarter Cities Challenge grant is equivalent to as much as $400,000.
The IBM Smarter Cities Challenge is a competitive grant program in which IBM is awarding a total of $50 million worth of technology and services to 100 municipalities worldwide over the next three years. Teams of specially selected IBM experts will provide city leaders with analysis and recommendations to support successful growth, better delivery of municipal services, more citizen engagement, and improved efficiency.
In its application for the IBM Smarter Cities Challenge, Boulder identified three potential projects to work with an IBM expert team. The projects focused on developing new technology applications to support community action in key areas: community engagement, sustainability indicators, and smart grid-enabled energy management. The project selected by IBM focuses on the smart grid, as Boulder is the home of the nation’s first fully integrated smart grid. The City of Boulder will explore the project scope and details with IBM over the next few weeks, as well as with Xcel Energy, which owns and operates the project, known as SmartGridCity™. IBM will help the city explore the potential for consumer-facing devices to help residents and businesses become more savvy energy managers, and increasing the potential for distributed renewable energy generation in the city.
“Over 46,000 homes and businesses have been enabled with communications technology that supports a smart grid platform,” said City Manager Jane Brautigam. “Energy management tools in the hands of our residents could be an integral part of optimizing smart grid technology for Boulder and other cities throughout the nation.”
IBM selected cities that made the strongest case for participating in the Smarter Cities Challenge. During these engagements, IBM technical experts, researchers and consultants immerse themselves in local issues and offer a range of options and recommended next steps. Among the issues they examine are healthcare, education, safety, social services, transportation, communications, sustainability, budget management, energy, and utilities.
“We selected the City of Boulder because of its commitment to the use of data to make better decisions, and for its desire to explore and act on smarter solutions to their most pressing concerns,” said Pete Lorenzen, IBM Boulder Senior Location Executive. “The cities we picked are eager to implement programs that tangibly improve the quality of life in their areas, and to create roadmaps for other cities to follow. The stakes have never been greater but we’re excited at the prospect of helping cities tackle the most pressing challenges of our time.”
Smarter Cities Challenge draws upon IBM’s intrinsic technological savvy, but also upon the field experience accumulated by IBM over the last three years from the company’s ongoing pro bono Corporate Service Corps grant program. Corporate Service Corps has deployed 100 teams of 1,000 top IBM employees from around the world with skills in technology, scientific research, marketing, finance, and business development. They work with local government, non profit civic groups, and small business to develop blueprints that intersect business, technology, and society.
