Joint City Council and Planning Board public hearing for the 2010 Major Update to the Boulder Valley Comprehensive Plan

City Council and Planning Board will hold a joint public hearing to consider proposed policy, text and map changes to the Boulder Valley Comprehensive Plan (BVCP) as part of the 2010 Major Update at 6:30 p.m. (or immediately following the Energy Roundtable) on Tuesday, May 24, in City Council Chambers.
The draft 2010 Major Update to the BVCP is available for review at www.bouldervalleycomplan.net.
After the public hearing, Planning Board will deliberate and take action on the BVCP. City Council will consider the adoption of the updated plan at its regular meeting on Tuesday, June 7. Adoption hearings with the Boulder County Planning Commission and Boulder County Commissioners will be held in July and August.
These adoption meetings are the culmination of more than a year’s worth of working with the community, advisory boards and City Council to revise and refine development priorities, standards and preservation for the Boulder Valley over the next five years.
The BVCP is a joint plan between the City of Boulder and Boulder County, providing shared land use decision‑making in the Boulder Valley. The plan sets a course for the future growth and development of the city and the lands just outside the city’s boundaries.

City of Boulder News Briefs: Creek and Hazzards

The City of Boulder will hold an open house on Monday, May 2, from 5 to 6:30 p.m. in the West Boulder Senior Center at 909 Arapahoe Ave. to discuss the planned stream bank and riparian habitat improvements at Eben G. Fine Park along Boulder Creek.
At the open house, the city will solicit public input on various conceptual ideas for improvements along the south bank of Boulder Creek at Eben G. Fine Park. The proposed goals of the project include erosion control, habitat restoration, better recreational access and improved water quality. These improvements are necessary to maintain the aesthetic quality and ecological health of the area, which has deteriorated over time due to continuous usage.
Located along the western end of the Boulder Creek Path, Eben G. Fine Park is a popular recreation and relaxation destination for groups, families and individuals.

Annual review of the Multi-Hazard Mitigation Plan released
The City of Boulder has released the annual review of the Utilities Division Multi-Hazard Mitigation Plan (MHMP), available at www.boulderwater.net. The annual review is part of the city’s voluntary participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).
The City of Boulder participates in the CRS program and in 2010, had a community rating of seven out of 10 (one being the highest rating). This rating provides an annual flood insurance premium discount of approximately 15 percent for property owners. Resident flood insurance premium rates are discounted based on a community’s efforts to reduce flood losses beyond the minimum requirements.
Participating communities must submit documentation annually to the Federal Emergency Management Agency (FEMA) for recertification.

CU-BOULDER STUDENT SHANE BALDAUF WINS NATIONAL UDALL SCHOLARSHIP

The $5,000 scholarship from the Morris K. Udall and Stewart L. Udall Foundation is awarded to U.S. sophomores and juniors with a commitment to careers related to the environment, Native American health care or tribal public policy. He will be recognized at an August ceremony in Tucson, Ariz., attended by other recipients, policymakers and community leaders.
Since setting foot on the CU-Boulder campus with a Boettcher Scholarship, which covers tuition and living expenses for four years, Baldauf has committed to using the time he would have spent working to pay for college for volunteering. His volunteer work with Flatirons Habitat for Humanity has enriched his interest in sustainable building practices and civic engagement.
“Not only is ‘green’ construction good for the environment, but homes that perform more efficiently benefit the occupants too,” said Baldauf. “If you think about it, the people who most need affordable housing are also the ones who need the lowest utility bills, and we’re working to provide that situation through Habitat for Humanity houses.”
Baldauf co-founded the company BOULD, which implements a program called HabitatPro. The program helps integrate U.S. Green Building Council benchmarks called Leadership in Energy and Environmental Design, or LEED, standards into Habitat for Humanity construction. Through HabitatPro, professionals and students working and volunteering grow from experiential learning opportunities.
“Students can come out and gain unique, hands-on experience by building LEED homes, while also earning LEED professional credentials,” said Baldauf. “These Habitat houses are some of the most sustainable being built anywhere, and the experience gives participants a leg up in the building design and construction job market.”
Since 1996, eight CU-Boulder students have been recognized with a Udall Scholarship.
“Having yet another CU student recognized by the Udall Foundation is a wonderful testament to our students’ commitment to work on environmental issues and community development,” said Deborah Viles, top scholarship director at CU-Boulder. “Shane has shown exemplary skills and dedication as a student and he will undoubtedly make significant contributions to society in his career.”
An independent review committee selected this year’s class of 80 Udall Scholars. Baldauf was chosen from a pool of 510 candidates nominated by 231 colleges and universities across the country.
