City prepares for snowfall and reminds people to remove snow from sidewalks
Current weather forecasts indicate that an incoming storm may produce accumulated snow in Boulder beginning the night of Wednesday, Oct. 24, and continuing through Thursday, Oct. 25. The City of Boulder is preparing snow response crews in advance. Community members are asked to be mindful of the conditions, to prepare their vehicles as appropriate and to plan for extended commute times.
Snow Removal on City Streets
The city’s Public Works Department has snow crews on-call 24 hours a day, seven days a week to respond to changing weather conditions. During snowstorms, 16 plow trucks are active on Boulder’s streets. Six of the trucks distribute a liquid deicer, four spreader trucks distribute traction materials, and six trucks can distribute either material. Fifteen of the plow trucks drive predetermined routes while one “floater” truck responds to problem areas.
During the snowstorm, the city may spot-treat bridges and overpasses as needed to help reduce the buildup of ice and snow. Depending on the weather conditions, a liquid deicer may also be applied to streets and multi-use paths to continue melting the snowpack throughout the snowstorm. Spreader trucks will dispense a crystallized deicer for traction, where appropriate.
consistent with other Front Range communities, the city does not plow all residential streets since Boulder’s sunny climate typically melts most snow within a day or two and because residential plowing would increase costs by an estimated 200 percent. Plowing residential streets would also block driveways and cars parked on the streets. However, problem areas like particularly icy slopes, blocked storm drains or impassable sidewalks can be reported to the city for response. Sidewalk Snow Removal
The Boulder Police Department is responsible for enforcing the city’s sidewalk snow removal ordinance. Property owners, tenants and landlords must clear their sidewalks within 24 hours after snow stops falling. Official snowfall reports are available on the National Weather Service website. Failure to remove snow from sidewalks before the 24-hour deadline may result in a summons and/or an abatement process. Abatement includes the use of a private snow removal contractor to clear the sidewalk. The property owner will be charged a $50 administrative fee, along with the contractor’s fee for removing the snow. To report a sidewalk snow violation, call Code Enforcement at 303-441-3333. Snow should be shoveled onto landscaping, not into the streets. Pushing snow into the streets creates hazards for bike commuters and pedestrians, and gutters clogged with snow may cause ice to form on the sidewalks.
The ICEBUSTERS program pairs residents who are physically unable to clear snow from their sidewalks with someone who can do the work for them. Seasonal and substitute volunteers are needed for this community program. To volunteer or learn more, please call 303-443-1933.

76th Street closed at S. Boulder Road beginning Monday
Boulder County, Colo. – Access to 76th Street from South Boulder Road will be closed from Monday, Oct. 1 until Friday, Nov. 2 to allow the Boulder County Transportation Department to reconstruct the 76th Street / South Boulder Road intersection.
The intersection reconstruction includes replacement of the concrete paving on 76th Street, improved intersection geometry, new pedestrian crossings and reconstructed traffic islands.
No vehicles including bicycles will be allowed access on to or off of 76th Street between South Boulder Road and O’Connor Road during the closure period. South Boulder Road will remain open; however, lane closures and minor construction delays are anticipated.
All users should exercise caution when traveling through or around the construction zone. Detour routes are being posted on Cherryvale Road to the west and 95th Street to the east. Local traffic can access properties on 76th Street from north of O’Connor Road.

NOAA extends CU climate studies partnership for 5-10 years

The National Oceanic and Atmospheric Administration has selected the University of Colorado Boulder to continue a federal/academic partnership that extends NOAA’s ability to study climate change, improve weather models and better predict how solar storms can disrupt communication and navigation technologies.
The selection means that NOAA will continue funding the Cooperative Institute for Research in Environmental Sciences, or CIRES, for at least five years and up to 10 more years. CIRES was established at CU-Boulder in 1967.
The amount of the award is contingent on the availability of funding in the federal budget, but NOAA anticipates that up to $32 million may be available annually. Total NOAA funding is variable from year to year and is based on the number of projects the university proposes and NOAA approves.
Following a competitive process, NOAA selected CU-Boulder to administer the CIRES partnership which leverages university resources to expand understanding of the “Earth system” — the interrelationships among the atmosphere, oceans, land, living things and the sun’s energy.
“Improving our understanding of the Earth system is critically important as the build-up of greenhouse gases in the atmosphere is forcing changes in all of its processes,” said Robert Detrick, assistant administrator of the NOAA Office of Oceanic and Atmospheric Research and chairman of the NOAA Research Council. “The University of Colorado has been an excellent partner to NOAA in pursuing this mission.”
NOAA’s first cooperative institute, CIRES is marking its 45th anniversary this year and is now one of 18 NOAA cooperative institutes nationwide. NOAA competitively funds cooperative institutes at universities with strong research programs relevant to NOAA’s mission. These institutes provide resources and opportunities that extend beyond the agency’s own research capacity.
“Partnership in environmental research with the NOAA Boulder laboratories is the keystone of CIRES research,” said CIRES Interim Director William Lewis Jr. “We have great ambitions in joint research with NOAA over the next five years.”
The partnership allows researchers at CU-Boulder to receive support for research projects that may involve NOAA scientists, primarily at the Earth System Research Laboratory in Boulder as well as other NOAA cooperative institutes.
The CIRES partnership will focus on nine research themes:
- Air quality in a changing environment
- Climate forcing feedbacks and analysis
- Earth systems dynamics, variability and change
- Management and exploitation of geophysical data
- Regional science and applications
- Scientific outreach and education
- Space weather understanding and predictability
- Stratospheric processes and trends
- Systems and prediction models development
“With pressing issues like air quality, climate change and space weather now at the forefront globally, the University of Colorado Boulder is eager to continue this crucial partnership with NOAA,” said CU-Boulder Vice Chancellor for Research Stein Sture. “CIRES is known around the world for advancing our understanding of the complex Earth system and as a premier institution in educating the next generation of environmental scientists.”
NOAA supports cooperative institutes to conduct research, education, training and outreach aligned with its mission. Cooperative institutes also promote the involvement of students and postdoctoral scientists in NOAA-funded research. This unique setting provides NOAA the benefit of working with the complementary capabilities of a research institution that contribute to NOAA-related sciences ranging from satellite climatology and fisheries biology to atmospheric chemistry and coastal ecology.
