Boulder sheriff wants a fireworks ban in county

Public invited to comment at hearing scheduled for May 22 at 9:30 a.m.
Boulder County, Colo. – The Boulder County Commissioners will review recommended modifications to the county’s existing ordinance restricting open fires on “red flag” days at a public hearing on Tuesday.
The Boulder County Sheriff’s Office is recommending that the current ordinance be repealed and replaced with an updated policy that requires permitting for non-agricultural burns and further restricts open burning where the danger of forest or grass fires is found to be high. The new ordinance will address identification of red flag warning days, notification regarding open burning, and penalties for violating statute, ordinance, and requirements of the open burn permit system or the notification system.
“A relatively new state law requires counties to develop a permit system this year, for property owners wanting to burn slash and conduct open burning,” Boulder County Sheriff Joe Pelle said. “The Sheriff’s Office has been working closely with the Department of Public Health to develop a ‘one stop’ permit process which incorporates both the requirements of the state regarding air quality, and our needs regarding safety.”
Part of the plan includes educational and training materials for the individuals seeking permits. It is being developed to be administered online. These proposed new permit requirements do not apply to agricultural burning. They would primarily affect people in unincorporated Boulder County wanting to burn slash piles.
Also to be considered is the recommendation that fire restrictions go into effect under an expanded list of circumstances that contribute to high fire danger, such as during High Wind Advisories. Currently the ordinance only specifies that all open burning, including agricultural burning, be prohibited when the National Weather Service issues a “Red Flag Warning” for fire danger.
“We have found that fires continue to grow out of control on days when the county is under a High Wind Watch or Advisory, and that common sense sometimes does not prevail when deciding whether or not to burn on windy days,” added Pelle. “We wish to include those windy weather conditions under the proposed new ordinance, as times when open burning would be illegal.”
Members of the public are invited to review the draft ordinance online and provide comments in writing or in person at the hearing.

On a related note, the Sheriff’s Office will be presenting an amendment to the fire ban currently in effect for the mountain areas of Boulder County at the Commissioners’ next business meeting. The proposed amendment will include a provision to extend the ban on the sale and use of fireworks to all of unincorporated Boulder County. The public is invited to attend and comment on the proposed changes at 10:30 a.m., Tuesday, May 22 in the Commissioners’ Hearing Room.
Boulder offers vets a free 90-day rec pass

The Boulder Parks and Recreation Department will offer a special recreation facility pass program for veterans, active duty and reservist military personnel beginning Monday, May 21. Boulder City Councilmember Tim Plass proposed the program, which was approved by City Council on May 15.
The program includes a one-time, free, 90-day recreation facility pass for post-9/11 veterans who are City of Boulder residents. It also offers a 25 percent discount on annual passes for all military personnel and veterans who reside in the City of Boulder or Boulder County. The program is not retroactive for current pass holders. The passes provide entry to all three city recreation centers, two outdoor pools and the Boulder Reservoir.
“We are honored to offer this program and provide an opportunity for returning veterans and other service personnel to participate in health and fitness programs in our local community,” said Alice Guthrie, recreation superintendent for the Parks and Recreation Department.
To qualify, applicants must have served in one of the following branches of service, identified by the Department of Defense:
● Army
● Navy
● Air Force
● Marines
● Coast Guard
● National Guard
● Merchant Marines
To receive the free 90-day recreation pass, applicants must go to the Parks and Recreation administrative offices at 3198 Broadway Ave. and show a DD-214 form with separation date and a photo ID. To receive the 25 percent discount, applicants must bring either a DD-214 form, valid Veterans ID from the Veterans Affairs Office or valid Active Duty or Reservist ID to one of the three city recreation centers (North Boulder Recreation Center at 3170 Broadway Ave., East Boulder Community Center at 5660 Sioux Drive or South Boulder Recreation Center at 1360 Gillaspie Drive).
The Parks and Recreation Department also offers veterans a variety of therapeutic recreation programs through the EXPAND (EXciting Programs, Adventures and New Dimensions) program.

Boulder County Human services nonprofit agencies apply for 2013 funding

Boulder County, Colo. – Nonprofit human service agencies and housing authorities in Boulder County may now apply for capital funds through Boulder County’s 2013 Worthy Cause pool.
The Worthy Cause Request for Funding application for 2013 pool funding is available on the Boulder County website atwww.BoulderCounty.org/gov/tax/pages/worthycause.aspx. Applications must be submitted by June 22.
During the 2008 General Election, Boulder County voters approved an extension of the .05 percent Worthy Cause sales tax with 73 percent of the vote. The 10-year initiative allocates a portion of sales tax revenue to Boulder County nonprofit human service agencies for capital projects, including the purchase of land or buildings; construction; renovation or debt reduction.
Revenues from the sales tax will be divided into two allocations: dedicated funding for nonprofit human service agencies that were identified in the ballot initiative, and competitive “pool” funding, for which qualifying nonprofit agencies may now apply via the Request for Funding process.
Throughout the course of Worthy Cause III, sales tax revenues have been leveraged through fundraising and other grants to strengthen our community services in early childhood learning, family support services, basic needs services such as food, clothing, housing and shelter, domestic violence and healthcare. To date, 28 local nonprofit human service agencies have been awarded approximately $5.5 million in capital awards since voters reapproved the tax in 2008.
